Description
FDO HAZARDOUS FUELS REMOVAL EQUIPMENT RENTALS, BUREAU OF LAND MANAGEMENT, FARMINGTON FIELD OFFICE, SAN JUSAN COUNTY, NEW MEXICO This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and attachments constitute the only solicitation; quotes are being requested and a written solicitation will not be issued. Consider this solicitation (140L3724Q0158) as a Request for Quotes (RFQ). This solicitation documents incorporate provisions and clauses in effect through Federal acquisition Circular 2019-03. This solicitation Full and Open Competition with NO Set-Aside. NAICS 532490 - Other Commercial and Industrial Machinery and Equipment Rental and Leasing. The small business size standard is $40.0 million. Product Service Code W099 - Lease or Rental of Equipment - Miscellaneous. The resulting purchase order will be a firm-fixed price type contract. (SEE ATTACHMENTS FOR COMPLETE STATEMENT OF WORK, PRICE SCHEDULE, AND CLAUSES / PROVISIONS.) The Bureau of Land Management (BLM) Farmington District Office, Farmington is seeking to rent various skid steer attachments for the use in fire and fuels vegetation management, in accordance with specifications, terms and conditions set forth herein. PRICE SCHEDULE ATTACMENT MUST BE COMPLETED IN ITS ENTIRITY. 1. General: This is a non-personnel services contract to provide rental of skid steer attachments. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide assurance to the Government that they will be able to start full or meet full performance under this contract. 1.1 Description of Services/Introduction: The contractor shall provide all personnel, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform rental of equipment as defined in this Statement of Work (SOW) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. 1.2 Scope: Rental of attachment equipment in accordance with specifications, terms and conditions set forth herein. 1.3 Pickup location must be within 60 miles of Farmington Field Office (6251 College Blvd Ste A Farmington, NM 87402). 1.4 Period of Performance: The period of performance shall be for 12-month Base period and four (4) one-year option periods. The Period of Performance reads as follows: 1.5. Hours of Operation: Rental calls shall be coordinated with the Contracting Officer Representative (COR) and completed between Monday-Friday, between the hours of 8:00AM- 5PM. 1.6 Place of Performance: Performance is in within the BLM Farmington District Office. See the attached maps for general location of work site. 1.7 Storage: Contractor-owned equipment may be stored on BLM land in an area designated by the COR. The Government assumes no responsibility, actual or implied, for the safe keeping of Contractor's property and supplies while in the storage area or while units are being transported to or from the storage area. In accordance with the procedures in FAR Part 12 and 13, RFQ 140L3724Q0158 is available for viewing through electronic commerce via Bureau of Land Management's website at https://sam.gov. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer is conforming to the solicitation and provides the best value to the Government on a Lowest Price Technically Acceptable. Quotes are due Monday, September 23, 2024, by 4:00 p.m. Mountain Time. Contractors submit quotes by email to awhetham@blm.gov. Note: Any contractor to submit an acceptable quote or be awarded a government contract must be registered and active in the System for Award Management (SAM). Contractors must register at www.sam.gov. Contractor's must submit their Unique Entity ID (UEI) and CAGE code with their quote.
