Description
This Sources Sought/Market Survey Notice is being conducted by John D. Dingell VA Medical Center, 4646 John R, Detroit, MI 48201 to identify all sources that are capable of providing Medical Gas System Annual Inspection & Testing Services for the period of November 25, 2024 November 24, 2025 at the discretion of the Government in strict accordance with all schedules, specifications, terms, conditions and provisions of this contract. The contractor shall provide all labor and materials necessary to perform inspection and testing of the medical gas system (oxygen, medical air, vacuum, nitrogen, and nitrous oxide) at the John D. Dingell VA Medical Center, 4646 John R, Detroit, MI, in accordance with all current Joint Commission, (EC.02.05.09) National Fire Protection Association, (NFPA 99, 2012) and all Compressed Gas Association standards. Including all guidelines applicable to an inpatient healthcare facility. The work shall include the following tasks: 1. Master Alarm Panels (2) Energy Center/Switchboard Room Inspect and review of the system for code compliance. Conduct performance tests to ensure proper function. Adjust and verify of all set points. 2. Area Alarm Panels (46) Inspect and review of the system for code compliance. Conduct performance test for proper function. Adjust and verify of all set points. 3. Zone Valves (52) Review codes for compliance and performance tests. Check for leaks, test for proper labeling, and clean interior of valve boxes. Verify gauge accuracy/agreement with digital alarm indicator. 4. Gas Outlets (150 panels) Review codes for compliance and performance tests. Inspect of all outlets and test the farthest outlet from the zone valve in each zone for proper flow and pressure, function, contaminants, particulates, leaks, cross connection. 5. Patient Terminal Outlets (2250) Inspect all outlets for damage, latching, and leaks. 6. Manifolds (2) Nitrogen/Nitrous Oxide Located LL509 Review codes for compliance and performance tests. Test for proper function, test for leaks Adjust and verify of alarm set points. 7. Medical Air Compressors (3) Located LL495 Review codes for compliance and conduct performance tests of compressors. Test medical air for United States Pharmacopoeia (USP) purity and dew point. Inspect air intake. 8. Dental Air Compressors (2) Located LL528 Review codes for compliance and conduct performance tests of compressors. Test medical air for United States Pharmacopoeia (USP) purity and dew point. Inspect air intake. 9. Medical Vacuum Pumps (3) Located LL215, LL528, and LL658 Review codes for compliance and conduct performance tests of pumps. Inspect exhaust outlet. 10. Bulk oxygen tank and reserve tank/Manifolds Review codes for compliance and performance tests of system. Inspection per code requirements. Test for proper function, and alarm leak testing Adjust and verify of alarm set points. CONDITIONS Contractor personnel performing the testing/inspections shall possess appropriate credentials from a certifying organization, such as, Medical Gas Professional Healthcare Organization (MGPHO), National Inspection Testing Certification (NITC), and American Society of Safety Engineers (ASSE).
