- ProQuest U.S. Major Dailies Subscription Solicitation Number: The U.S. Army Corps of Engineers (USACE) Headquarters (HQ) / Humphreys Engineer Center Support Activity (HECSA) Library intends to issue a sole source contract to Clarivate for a subscription to ProQuest U.S. Major Dailies. Clarivate is the sole provider of ProQuest content, which includes exclusive access to the five most-used newspapers by the HQ/HECSA Library�s patrons: The New York Times, Washington Post, Los Angeles Times, Chicago Tribune, and The Wall Street Journal. This subscription offers comprehensive coverage of these respected U.S. national and regional newspapers through the following services: ProQuest Historical Newspapers: Complete cover-to-cover archives in PDF format, including articles, photos, advertisements, and more, allowing users to study historical issues. ProQuest Recent Newspapers: Coverage from 2008 to the most recent month, with plans to improve content currency to within one week. Global Newsstream: Daily content available by 8:00 AM ET with archives dating back to 1980. The proprietary nature of ProQuest content and its unique search capabilities make PorQuest the only provider capable of fulfilling this requirement. Subscribing to ProQuest also saves USACE millions of dollars by avoiding the cost of individual subscriptions for these five newspapers. The period of performance will be 30 September 2024 to 29 September 2025. One option year is expected.� This notice is neither a request for competitive proposals nor a solicitation for offers. Any responses to this notice must show clear and compelling evidence that competition would be advantageous to the government. �Unless and until another source is identified, no competition is sought. PROQUEST� is the only know source for this subscription. This is a special notice prepared in accordance with the requirements of FAR Section 5.2 Synopses of Proposed Contract Actions. There will be no posting of a solicitation. U.S. Major Dailies provides access to the five most respected U.S. national and regional newspapers:�The New York Times,�Washington Post,�Los Angeles Times,�Chicago Tribune, and the�Wall Street Journal. With print and online editions, the titles offer researchers historic and current coverage of local, regional, and global events with journalistic balance and perspective. ProQuest offers the U.S. Major Dailies in three different ways: ProQuest Historical Newspapers, ProQuest Recent Newspapers, and Global Newsstream. ProQuest Historical Newspapers Every issue of each title includes the complete paper, cover-to-cover, with full-page and article images in easily downloadable PDF format. Researchers can study the progression of issues over time through these historical newspaper pages, including articles, photos, advertisements, classified ads, obituaries, editorial cartoons, and so much more. ProQuest Recent Newspapers Coverage for Recent Newspapers begins in 2008 and goes through the most recent month. Over the course of 2022, we will improve content currency to within one week for most titles. Some exclusions apply. Global Newsstream The content is available by 8:00 AM U.S. Eastern time each day and provides archives stretching as far back as 1980. All titles are cross searchable on the ProQuest platform. Subscribing to Proquest provides both current and historical content to these important publications for all of the 1200 HQ/HECSA Library customers.� It is content that is not available elsewhere, due to proprietary rights of each vendor, but also saves USACE �millions of dollars annually, which would be the cost in trying to get individual online subscriptions for all of these five newspapers.
