Description
The U.S. Government currently occupies approximately 1,935 ABOA SF of office and related space in the Washington County Courthouse under a lease in St George, UT. The Government has identified a need for 1,317 ABOA SF of expansion space for judicial chambers at the Washington County Courthouse adjoining the 1,935 ABOA SF space currently under lease and pursuant to GSAR 570.403, the Government is considering remaining in the space it is currently occupying as well as also expanding into adjoining judicial chambers in the building to meet its need.� However, the Government is interested in considering alternative space for the total requirement of 3,252 ABOA SF if economically advantageous.� In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government�s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. This proposed action is not a request for competitive proposals. �A determination by the Government not to compete this proposed action based upon the expressions of interest is solely within the discretion of the Government.� The Government will not consider expressions of interest it receives after the deadline established for the receipt of expressions of interest. The Government seeks to lease space meeting the following requirements: State: Utah City: St. George Delineated Area: SOUTH 400 W, W ST GEORGE BOULEVARD, N 300 E, AND 100 S STREET Minimum Sq. Ft. (ABOA): 3,252 Maximum Sq. Ft. (ABOA): 3,300 Space Type: Judicial chambers of about 1,318 ABOA SF for one judge and adjoining 1,935 ABOA SF of office and related space. Parking Spaces (Total): 30 Parking Spaces (Surface): 30 Full Term: 15 months Firm Term: 15 months Additional Requirements: 1. Space must be contiguous on one floor and within 0.5 miles of the State Courthouse in St. George. 2. Offered space shall not be in the 1-percent-annual chance floodplain (formerly referred to as �100-year� floodplain unless determined to be the only practicable alternative. 3. The proposed leased space shall be fully serviced, and all services, supplies, utilities, and required tenant improvements are to be provided as part of the rental consideration.� 4.� Level III security. 5. The offered space and all parking must be accessible in compliance with the Architectural Barriers Act Accessibility Standard (ABAAS), all fire and life safety requirements, General Services Administration�s sustainability standards, asbestos, and seismic requirements.� 6.� All security standards must meet ISC and Publication 64 standards. 7.� The offered space must be substantially complete and delivered for Government occupancy by October 16, 2024. 8.� The offered space must not be located in a building containing residential units. 9.� The offere space must not be located within close proximity (minimum 1,000 walkable feet) of certain locations*, which include but are not limited to: A Drug-free zone. Schools. Areas where drug activities are prevalent. *The Government will make case-by-case determinations on leased space based on parameters outlined above. Expressions of Interest Due: 9/20/2024 Occupancy 10/16/2024 Send Expressions of Interest to: Name/Title: Michael Condon/Lease Contracting Officer Email Address: Michael.d.condon@gsa.gov Government Contact Lease Contracting Officer: John Tiner Leasing Specialist: Michael Condon Expressions of interest must include the following information: Building/site name and address and location of the available space within the building/site; Rentable square feet available and expected rental rate per rentable square foot (for each space type: Office and related space and Judicial Chambers), showing the rent broken into Shell rent and Operating expense rent; ANSI/BOMA office area-(ABOA) square feet to be offered and expected rental rate per ABOA square foot, fully serviced. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, (if any); Date of substantial completion of the space and its availability for occupancy; Building ownership information; Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking, plus address how the parking requirements will be met; Energy efficiency and renewable energy features existing within the building and if it is Energy Star rated; List of building services provided; Building, space, and parking accessibility in compliance with ABAAS. Building, space, and parking compliance with asbestos, fire and life safety and seismic requirements. One-eighth inch scale drawing of proposed space offered or marketing brochure illustrating the floor plans and proposed space, or proposed site layout; Name, address, telephone number, and email address of authorized contact; In cases where an agent is representing multiple ownership entities, written acknowledgement and acceptance by the entities of representation by the agent of such multiple entities; Representatives of building owners must include with expression of interest the exclusivity agreement, representation letter, listing contract or other executed agreement granting the exclusive right to represent the building owner; and Your letter must include the Solicitation # listed in this advertisement and be emailed or mailed to the Primary point of Contact. In order to be considered for this procurement, expressions of interest must satisfactorily address 1-15 immediately above and demonstrate compliance with all the additional requirements in numbered paragraphs 1-9 above. Failure to provide the expression of interest with all of the information identified above by the due date for the expressions of interest will result in the expression of interest being ineligible for consideration. AUTHORIZED CONTACTS: In no event shall there be negotiations or discussions concerning the space to be leased with representatives of any Federal Agency other than the authorized representative of the General Services Administration (GSA).
