Pre-Solicitation Notice for Design-Bid-Build Construction for KC-46A Bed-Down in Israel for USACE Middle East District W912ER25R0004 Foreign Military Financing (FMF) ONLY FIRMS THAT ARE FROM THE UNITED STATES OR, A US JOINT VENTURE IS ELIGIBLE FOR AWARD. 1. AGENCY: United States Army Corps of Engineers (USACE) Middle East District (TAM) 2. NAICS: 236220, Commercial and Institutional Building Construction PSC: Y1BZ, Construction of Other Airfield Buildings 3. PLACE OF PERFORMANCE: Israel 4. ACQUISITION INFORMATION: TAM anticipates soliciting and awarding one Construction contract to be procured in accordance with Federal Acquisition Regulation (FAR) Part 15 Contracting by Negotiation and FAR Part 36, Construction and Architect Engineer Contracts. No reimbursement will be made for any costs associated with providing information in response to this Pre-Solicitation Notice or any follow up information requests. 5. CONTRACT MAGNITUDE: In accordance with DFARS 236.204 - Disclosure of the Magnitude of Construction projects the estimated Magnitude of Construction for this acquisition is between $25,000,000 and $100,000,000. 6. PROJECT DESCRIPTION: USACE � Middle East District is seeking interested US, or a US joint venture firms capable of executing a construction project in the South of Israel. The project involves a Design-Bid-Build, new construction of Site 20115 KC46A Bed-Down site at a base in Israel. Establishing and adapting aviation and maintenance infrastructure for the KC-46 array. Includes 1 site development (pavement improvements) and 5 new structures (concrete and steel structures): The potential acquisition includes: KC.2 � I-Level Hangar KC.3 � Storage Parts/Supply Warehouse KC.6b � Blast Deflectors KC.5 � Aircraft Ground Equipment (AGE) Shop KC.6 � Wash Rack and Run Up Pad KC.7 � Fire Pump Building There are possible three (3) additional options included in the project. KC.2 Maintenance Hangar (Solar) KC.3 Storage Parts/Supply Warehouse (Solar) KC.4 Alternative Mission Equipment (AME) Storage Airfield access pavement, circulation drives for deliveries and parking, utilities, grading and drainage are all required components of the construction. HVAC work including, but not limit to supply and construction of entire heating, ventilation and air-conditioning system. Water, sewage and compress air systems works including, but not limit to the supply and installation of: Water system, Hot water systems, Oil waste system, Sewage system, sanitary fixtures, Storm Drainage system and Compressed air system. Electrical and BMS systems works including, but not limit to the supply and installation of: � Buildings electrical system according to each building requirement � Lightning Protection � Outdoor Lighting � Outdoor Infrastructure � Very low voltage systems (fire detection systems etc.) � Electrical gates � Building Management System (BMS) 7. KEY INFORMATION: Attached are the draft drawings and specifications for this project, they are for informational purposes only. ANTICIPATED SOLICITATION RELEASE DATE & AWARD DATE: The Government anticipates releasing the solicitation in end of October 2024. The Government intends to have proposals due (30 calendar days after solicitation due date) and award the contracts in the February 2025 timeframe. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is issued. 9.
