- NOTICE OF ITENT TO SOLE SOURCE. This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to issue and award a Sole Source single award Firm Fixed-Price Indefinite Quantity Indefinite Delivery (IDIQ) Base plus option four years contract for VA Loma Linda Healthcare System (VALLHCS) under Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification System (NAICS) for this requirement is 325412 , Pharmaceutical Preparation Manufacturing. The Product/Service Code (PSC) is 6505, Drugs and Biologicals. The Small Business Administration (SBA) size standard for this sector is 1,300 Employees. The intended Contractor is Cardinal Health 414, LLC, 7000 Cardinal Pl, Dublin, OH 43017. Place of Performance is the VA Loma Linda Health Care System, 11201 Benton Street, Loma Linda, CA 92357. It has been determined through market research, only 1 (one) responsible source can provide the required Radiopharmaceutical called Lymphoseek due to the item being a proprietary radiopharmaceutical. No other radiopharmaceutical would satisfy agency requirements. The Lymphoseek aids in allowing the surgeon to identify the first node in the lymphatic chain, also known as the sentinel node. Lymphoseek is required because of its superior ability of targeting the active receptor, CD206, which gives reliable stability and allows the drug to stay in only that receptor and the radioactivity to fade away. Lymphoseek provides the most superior image quality localizing involved lymph nodes in patients with Melanoma. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
