Presolicitation Notice SOL 68HERC24R0132 �Research Laboratory Support for the EPA Office of Research and Development at Research Triangle Park (RTP), North Carolina� The solicitation numbered SOL 68HERC24R0132 will be available for downloading at FedConnect� located at the following internet address: www.fedconnect.net/. Questions relating to the solicitation are required to be submitted electronically through FedConnect�. ONLY those questions posted through FedConnect� will be accepted. All responses to questions will be released on FedConnect�. At this site, you will be able to register with FedConnect�, enabling you to download the solicitation once released, join the mailing list, and submit questions. Contractor registration in the Government�s System for Award Management (SAM) is required in order to submit a proposal in response to the solicitation and/or be eligible for contract award. Registration may be completed, and information regarding the registration process may be obtained, at http://www.sam.gov. Once issued, solicitation documents will be available electronically for download at https://www.fedconnect.net. Hard copies of the solicitation package will not be distributed. Electronic copies of responses will be required and must be submitted via FedConnect� (https://www.fedconnect.net). E-mail or other methods of submission will not be accepted. The purpose of this solicitation is to award a contract to provide the Environmental Protection Agency (EPA), Office of Research and Development (ORD), and other EPA programs with broad research laboratory support services, primarily at the EPA�s RTP, NC laboratory facilities. Support includes, but is not limited to, general facility project management, laboratory research activities, facility equipment maintenance, technical sampling and monitoring, analytical chemistry and microbiology, support for laboratory instrumentation and electronics, and off-site research (as applicable to various research projects). The solicitation and resulting contract shall contain the custom local provision Disclosure Requirements for Organizational Conflicts of Interest (EPA-L-09-102). Paragraph (c) of the clause shall read as follows: (c) The Agency has determined that offerors directly engaged in or that have a business, financial, or competitive relationship(s) with entities involved in the activities described in paragraph (a) above (further referred to as ""these activities"") may have significant potential organizational conflicts of interest in relation to the requirements of this solicitation. In addition, a potential organizational conflict of interest may exist with offerors that provide consulting and/or technical services related to these activities. Paragraph (a), as referenced above in Paragraph (c), shall read as follows: (a) The proposed contract requires that the Contractor provide technical, analytical, research and development, and logistical technology support to the EPA�s ORD and other Agency organizations in their efforts of supporting on-site laboratory and QA support services. Each offeror shall specifically disclose whether it is directly engaged in or if it has a business, financial, or competitive relationship(s) with entities in any of the following groups: � Entities that own or operate decontamination companies � Entities that have a commercial interest in emerging decontamination technologies � Entities that provide engineering or technical solutions for emerging technologies relating to mitigation and control of pollutant emissions, including design specifications for pollutant mitigation systems, design of test requirements, and evaluation of test data The solicitation and resulting contract shall also contain the clause, �Limitation of Future Contracting.� The text of the clause will track identically with Limitation of Future Contracting Alternate V (Headquarters Support), EPAAR 1552.209-74 (APR 2004), except for paragraph (c). Paragraph (c) of the clause shall read as follows: �Unless prior written approval is obtained from the EPA Contracting Officer, the contractor agrees not to enter into a contract with respect to the specific activities performed under this contract. Specifically, the contractor may not enter into a business or financial relationship with any entities that: own or operate decontamination companies, have a commercial interest in emerging decontamination technologies, including destruction efficiency and energy usage, or that provide engineering or technical solutions for emerging technologies relating to mitigation and control of pollutant emissions, including design specifications for pollutant mitigation systems, design of test requirements, and evaluation of test data.� The Government anticipates award of an Indefinite Delivery/Indefinite Quantity (ID/IQ) single award Firm Fixed Price (FFP) and Time-and-Materials (T&M) task order contract, with a single ordering period of 5 years. The EPA intends to award one (1) contract, with a maximum ceiling of $100 Million. The anticipated solicitation release date is in the early-October timeframe, and the close date shall be approximately thirty (30) days thereafter. The solicitation will be issued on a full and open competitive basis, with no small business set-aside(s). All responsible sources may submit a proposal for EPA consideration. The NAICS code is 541715, �Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology)�, with a size standard of 1,000 employees. Award will be made in accordance with FAR Part 15 � Contracting by Negotiation, using a Best Value source selection approach, price and other factors considered, where all non-price criteria, when combined, are significantly more important than price.
