Description
The DISA Enterprise Integration and Innovation II RME, through the Defense Information Technology ContractingOrganization-National Capital Region (DITCO-NCR), plans to solicit offers for its TASS requirement, which provides technical support for DISA and Department of Defense (DoD) mission partners (MP) to enhance overall DoD Information Network (DoDIN) and cloud readiness and security. The TASS requirement includes tasks to identify, assess, and prioritize computing risks to the enterprise, establish strategies to address risk, assure and secure the Agency�s systems, networks, programs, and data in the face of internal and external threats while appropriately balancing risk, opportunity, and cost. Market research demonstrates that consolidation of this procurement is both necessary and justified. Based on the market research completed, the Government has determined that solicitating this requirement as a small business set-aside utilizing DISA's ENCORE III Small Business Suite is the most appropriate way to satisfy this requirement.� In accordance with FAR 7.107-2(c), the benefits of consolidation may include cost savings or price reductions or may also include other benefits, regardless of whether quantifiable in dollar amounts. As discussed in detail in the attached Determination and Findings for Consolidation, the Government has considered the benefits of this consolidation, which include: (a) improved performance and quality control, and reduction in task order management/administration, (b) quality improvements that will enhance performance or efficiency, (c) reduction of acquisition cycle times and associated resources, and (d) better terms and conditions.
