- SOLICITATION 36C25224B0011 AMENDMENT A0001 PROJECT: Install Patient Lifts DATE: September 26, 2024 PROJECT #: 578-15-001 LOCATION: Edward Hines Jr. VA Hospital RFI # RFI REFERENCE RESPONSE 1 1. The electrical room number on sheet E120 indicates the panel is in room A2071. Which is correct? Panel Schedule LL-ICU-A-R indicates the panel is in room B2039. A2071 2. Where is this indicated on the electrical drawings and what lifts do they serve? Panel Schedule LL-10B-R on sheet E603 has the location for the panel as room RCC1003R. Sheet E127, Electrical Room 1171 3. Where is this indicated on the electrical drawings and what lifts do they serve? Panel Schedule LL-11B-R on sheet E603 has the location for the panel as room RCC1003R Sheet E130, Electrical Room 1171 4. E130 indicates that the lift power for room 1134 routes to the electrical panel LL-11B-R. It appears the panel is located in the adjacent room 1171. Can the VA confirm which room that panel LL-11B-R is actually located in? E130 The panel is in the Electrical Room 1171 5. An Electrical Sheet appears to be missing for Bldg 228- 5th floor reflecting which room lifts go to which circuits in panel 5L3 and that panel s location within the electrical room. Can this information be provided on the drawings? Refer to Sheet E137 6. Electrical Sheet appears to be missing for Bldg 228- Basement floor reflecting the existing panel location within the electrical room B1014 panel BL2. Can this information be provided on the drawings? Refer to Sheet E134 7. Electrical Sheet appears to be missing for Bldg 200- 13th floor reflecting the existing panel location within the electrical room 1387B panel LL-13B-R. Can this information be provided on the drawings? Refer to Sheet E132 8. Electrical Sheet appears to be missing for Bldg 200- 11th floor reflecting the existing electrical room, panel and panel location within the electrical room for room 1134. Can this information be provided on the drawings? Sheet E130, Electrical Room 1171 9. Several locations have notes stating to cut open the hard ceiling in order to install the lift supports. The areas hatched appear to be 2 x2 square. Are we to assume that 2 x2 openings are all that is required to be cut and patched at each location shown or is that to be determined by the contractor? Contractor shall determine the means and methods to open each ceiling location and required work to replace the hard ceiling. 10. Is the basis of design for the new lift manufacturer the only lifts the VA will accept or can other manufacturers be submitted? Manufacturers who have equipment that have specifications above and beyond the specifications of the ""basis of design"" equipment are acceptable and will be considered. 11. Can the VA confirm that of all the new lifts required, that there are only three (3) existing lifts that need to be removed and replaced with new ones? Yes, Only 3 existing Lifts to be replaced 12. The drawings are not scalable; can the VA please provide scalable drawings? PDF Documents are printed to the scale identified. A/E and VA can not certify the scale of the drawings once received by the Contractor 13. The drawings appear to have been plotted as an image rather than to a true PDF. Can the drawing be provided in true PDF format? Documents are printed to PDF. Documents are secured once Stamped. 14. This paragraph lists bariatric lifts 750-1000lbs. Drawing sheet GI0001 reflects 1 each bariatric lift. However, drawings for CLC - 1C PATIENT ROOM1C152 also reflect 1 each bariatric lift. Can the VA confirm that there are only 2 each bariatric lifts and the Lifting Capacity required for each of them? Specification Section 11 73 00 - Ceiling Mounted Patient Lift, para 2.2 LIFT UNIT Yes, Provide lifting capacity of 900 lbs. 15. This para references 600-pound capacity lifts unless noted otherwise. Section 11 73 00 para 2.2 LIFT UNIT states Lifting capacity: 550 lbs (249.476 kg) for non-bariatric lifts. Can the VA clarify which is correct for the non-bariatric lifts? 010000 GENERAL REQUIREMENTS, para 1.3 STATEMENT OF BID ITEM(S) B Minimum Lifting capacity of 550 lbs. 16. This section specifies the Basis of Design is the Handi-Care. Is the VA going to issue a sole source justification for Handi-Care or are other manufacturers acceptable? Specification Section 11 73 00 - Ceiling Mounted Patient Lift, para 1.1 DESCRIPTION Manufacturers that meet or exceed the ""Basis of Design"" manufacturer equipment specifications will be considered. 17. This para references VA installation checklist (Patient Safety Alert AL14-07). It appears this alert is not on the VA TIL website. Can the VA provide this document? Specification Section 11 73 00 - Ceiling Mounted Patient Lift, para 3.4 INSPECTION COR will provide upon request. 18. This para references Periodic Inspection shall be provided by the manufacturer on a yearly basis in compliance with ISO 10535.. Can the VA provide what the expectations are for inspection post completion/acceptance of the project? Specification Section 11 73 00 - Ceiling Mounted Patient Lift, para 3.4 INSPECTION Certification and Performance test to be conducted as stated in the Project Manual (Attachment 2). 19. Can the VA provide the current life safety drawings for each of the buildings to include drawing that indicate both smoke and fire rated walls? COR will provide upon request. 20. Can the VA clarify where panelboards are to be installed? Section 26 24 16 PANELBOARDS was included in the specifications. Specification is included for installation procedures. 3.2 ACCEPTANCE CHECKS AND TESTS 21. This para states Each room to receive new patient lifts shall be considered a Phase . The work shall be done one phase(room) at a time. Whereas the Patient Lift Locations table reflects multiple rooms under a single phase. Can the VA clarify if each room is a phase, or the rooms shown in the table the correct phasing? Section 010000 GENERAL REQUIREMENTS, para I. Phasing The table reflects the correct phasing. 22. This para states the Contractor shall submit and receive approval for an accepted Submittal Registry. Pages 40 47 of the specification contains a Submittal Registry. Can the VA confirm that this is the Submittal Registry for the project or can software such as Procore be used? Section 010000 GENERAL REQUIREMENTS, para 1.11 SUBMITTAL REGISTRY Procore is acceptable, but registry is still required and must be provided. 23. What is the VA review period that we should expect for submitted RFIs ? Section 010000 GENERAL REQUIREMENTS, para 1.12 REQUESTS FOR INFORMATION See SOW 24. Can the VA confirm that the project schedule has to be cost loaded? Section 013216-15 PROJECT SCHEDULES, para 1.6 WORK ACTIVITY/EVENT COST DATA Cost loading requirements are stated in the Project Manual and are required. 25. Can the VA confirm that if detail 2/A502 welding is required, is the VA ok with welding above ceiling within the hospital? Welding is acceptable, with approved VA permit and following proper OSHA and VA procedures. 26. Detail 2/A502 reflects Unistrut attached to the top chord of the joist, whereas detail 7/a502 reflects connection at the bottom chord. Which is correct? The Details are for different conditions. Both are correct, where applicable. 27. This enlarged plan reflects section 2 for both views. Should they reference details 1 & 2/501? Drawing Sheet A115, ENLARGED PLAN 1B175 Yes, Details 1 & 2 A501 apply to this installation 28. Can the VA confirm that this is a drywall ceiling in this area and the contractor is to cut access into the ceiling, as there are no demolition notes on the sheet? Drawing Sheet A124, ENLARGED PLAN 725 Contractor to cut access into drywall ceilings for installation of structural supports. Contractor is responsible for the patching & painting of ceilings to match pre-installation condition. 29. Can the VA confirm that this is a drywall ceiling in this area and the contractor is to cut access into the ceiling, as there are no demolition notes on the sheet? This sheet does not indicate which sections are applicable to the space, IE details on A501 that would indicate the type of structure above? Drawing Sheet A135, ENLARGED PLAN B1025 Provide Details 1 & 2 on sheet A501 31. Building 113 room A138 appears to be a room being repurposed under the EHRM project as a new TR. Can the VA confirm whether this room will need a lift? A138 is not designated for patient lift installation. 32. Can the VA please provide existing finished ceiling heights for all rooms? Ceiling heights vary from room to room. The Site Visit was scheduled to review all areas to confirm construction dimensions. The contractor must verify all measurements and dimensions. 33. Can the VA provide the floor to deck height in each room? Floor to deck heights vary from room to room. The Site Visit was scheduled to review all areas to confirm construction dimensions. The contractor must verify all measurements and dimensions. 34. Can the VA provide the manufacture of the existing Cubicle Curtain Tracks that are to be extended and or modified? Basis of Design is CS Cubicle Curtains Company 35. Can the VA provide the manufacture of any new Cubicle Curtain Tracks that are required? Basis of Design is CS Cubicle Curtains Company 36. Can the VA confirm that Cubicle Curtains are VA furnished/ VA installed? Curtain tracks are contractor responsibility. Actual curtains are the responsibility of the VA. 37. Please clarify that if there are ducts, electrical or any other service in that would prohibit the installation of a given lift based on the locations shown, that each instance would be worked out as a change in condition? The Site Visit was scheduled to review all areas to confirm construction issues. No change in conditions will be granted. Contractor 2 38) Please confirm the SSHO duties can be fulfilled by the prime contractor superintendent. Reference: 013526 Safety Spec SSHO a) Confirmed. Contractor 3 39) If we run into unforeseen issues during an installation can, we work past 4:30? Contractors can work beyond 4:30PM, however, contractors need to notify COR before 3:30PM of day worked late. 40) Do the exiting structural conditions need to be verified by an engineer? Existing Structural conditions to be confirmed by GC. Notify COR and A/E of discrepancies or deterioration. 41) The provided room list annotates several rooms that can only be done one at a time. How many rooms will be made available each day for installation? The number of rooms made available to the contractor will be limited to number of crews performing the install. However, only one room in each area can be made available at each time. 42) Can we account for having 2 rooms available to us per day, whether they are in the same unit, or different units. See response to question 40. 43) Are we able to install access panels in the drywall rooms where access is required? Return ceiling material to condition prior to work, unless noted otherwise in the drawings. If access panel is removed reinstall access panel. 44) Do all the new systems need a dedicated circuit, or can we tie the electrical into an existing circuit? Electrical Circuits shall be new. 45) Are we required to re-work all the existing curtain tracks to avoid conflict with the new rail systems? New Rails are coordinated with existing track locations during design. Notify COR and A/E of discrepancies. 46) The rooms list also states several rooms that require off duty work. What are the hours of off duty work? Off-duty hours will be confirmed during pre-construction period, but typically start after 4:00PM. Clinics will be available on weekends. 47) Some of the systems according to the drawings are large traverse systems that may require more than one day. PIV badge requirements are stated in the SOW. 49) Are we able to put a storage container onsite for tools and material for this project? Storage container can be left on-site - area to be determined at time of request. 50) Will the VA require a witness of all the final load testing of the systems or will photos from the installers suffice?
