Description
This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Research Laboratory (NRL) intends to issue a sole source Purchase Order to XENOCS INC, Holyoke, MA, to provide a commercially available laboratory-scale x-ray scattering beamline with advanced and high throughput capabilities for small-angle x-ray scattering (SAXS) and wide-angle x-ray scattering (WAXS).� In addition to other specifications, the system�s x-ray source must (a) be a must be a high brilliance microfocus rotating anode generator with a Cu anode and focal spot size of 70 �m or smaller, (b) must support the future addition of other anode materials including Mo, Cr, and Co and (c) must include long focal length optics optimized for Cu K-alpha radiation.� The system will be used for the study of various materials of interest including epitaxial, polycrystalline, and amorphous thin films, heterostructures, superlattices, nanostructures, nanocomposites, and sintered nanoparticle networks comprised of metals, oxides, nitrides, and arsenides..� The proposed Purchase Order is for supplies for which the Government intends to solicit and negotiate with only one source under authority of 41 U.S.C.1901�or the authority of�41 U.S.C. 1903. All responsible sources may submit a capability statement, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed Purchase Order, based upon response to this notice, is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: There are no commitments by the Government to issue any solicitations, make any award or awards, or to be responsible for any monies expended by any interested parties before award of a contract modification for the efforts mentioned above.
