Description
INTENT TO SOLE SOURCE S&P Markit Data #SS-OFR-25-007 The Bureau of Fiscal Service (Fiscal Service), on behalf of The Office of Financial Research (OFR) and the Financial Stability Oversight Council (FSOC), intends to make award with S&P Global Limited, 25 Ropemaker Street, Londa, EC2Y 9LY, on a sole source basis under authority of FAR 6.302-1, for a S&P Markit Data Subscription. � The Office of Financial Research has a need to obtain data regarding trade credit networks and the associated supply chain in order to deepen understanding of the propagation of financial shocks in credit chains.� The transactional security lending data provides market insight into the current market liquidity by asset class.� The service provides information from the principal lenders of record (the principal five custodial banks such as State Street) as well as other sources.� Detailed data is required with summary statistics on lendable assets, returns, and group average return results. Data is required for 5 years for historical and current securities lending data across all asset classes which shall include the following fields:� Cusip, market, loan value, lendable value, total balance value, total balance quantity, collateral currency, dividend, rebate, reinvestment rate, fee business set type and business location. Additionally service shall provide quarterly reports regarding the state of the securities lending market as well as summarized statics broken down by asset class detailing lendable assets and group average return results..� Markit CDS pricing data provides CDS composite and contributor level data on approximately 2,800 individual entities. Applying a data cleansing process, Markit aggregates marks from sell-side contributors. Markit RED is the market standard for Reference Data. RED provides critical information on CDS reference credits that enables financial institutions to efficiently confirm trades.� The Markit Desktop is an installed application that displays Markit Data along with third party content from exchanges, brokers and news providers. Available functionality includes tools such as Markit Quotes email parsing, charting, comparisons and a streaming Excel plug-in. These services provided by Markit will give findings the credibility of historical analysis while enabling OFR/FSOC to create results that are customized to OFR/FSOC needs.� In order to provide the necessary level of transactional lending data CDS and liquidity data from the major lenders and the five principal custodial banks must be purchased. The period of performance for the contract is anticipated to be one (1) twelve- month base period with four (4) twelve-month options. �11/18/2024 � 11/17/2029 The total estimated value of this purchase order will exceed the simplified acquisition threshold. NO SOLICITATION IS AVAILABLE. �A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will not be accepted. Fiscal Service will consider written responses received no later than 10/10/2024. Responses must be submitted electronically to purchasing@fiscal.treasury.gov, FactSet Research /Attn: CG � BC. Responses must include sufficient evidence that clearly shows your company is capable of providing the content described in this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline that clearly demonstrates an ability to meet all requirements, and that is more advantageous to the Government, Fiscal Service will make award on a sole source basis to S&P Global Limited. Qualified Contractors must provide the following: 1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HUBZone, etc.). �Please ensure contact information includes the name of the point of contact, email address, and telephone number, should the Government have questions regarding individual responses. 2. UEI Number. 3. Specific details of the product(s) that your company offers in regards to this notice. 4. Whether your content is available through a Government contract vehicle or Open Market. 5. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers to whom your company currently provides the specific required content. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files. Microsoft Office and Adobe compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. The period of performance for this action is to be one (1) twelve-month base period with four (4) twelve-month option periods after receipt of order (ARO).� Fiscal Service may consider information received no later than 10:00 a.m. EST on Thursday, October 10, 2024, submitted to purchasing@fiscal.treasury.gov, S&P Markit Data / Attn: CG - BC.
