- Description
- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office, Eastern Acquisition Division and the Office of Marine and Aviation Operation (OMAO), using the procedures set forth in FAR Part 13, intends to negotiate on a sole source basis with Applanix Corporation located at 85 Leek Cres, Richmond Hill, ON L4B 3B3, Canada, for a firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract for repairs and upgrades to proprietary government owned equipment. Applanix Corporation is the only known business that meets the requirements and specifications.� Applanix Corporation is the Original Equipment Manufacturer and sole firm for this requirement The following will be procured: Supplies and Services for all NOAA Applanix Equipment The equipment to be provided under this requirement shall be in accordance with Applanix�s product and price list. When purchasing equipment, the equipment shall meet specifications in Applanix�s product manuals. When providing maintenance, repair and upgrade services, the procedures followed shall be in accordance with Applanix�s standard operating procedures for maintenance, repair and upgrade of equipment. The equipment in need of repair or upgrade will be shipped to the Contractor�s facility at the expense of the Government. The Contractor shall be responsible for repairing and upgrading the equipment and the cost of shipping the repaired and upgraded equipment to the appropriate NOAA facility from which it originated. For repairs and upgrades, the Contractor shall first diagnose the problem(s) and evaluate the requested repairs and upgrades.� After diagnosis and evaluation, the Contractor shall provide the Contracting Officer�s Representative (COR) with an estimated timeframe for the repair and the upgrade to take place and the total cost of the repair and upgrade. Upon review and approval by the COR, the appropriate Contracting Officer (CO) will authorize the work for the repair and upgrade. The Contractor shall not undertake any repairs or upgrades prior to the CO�s authorization. During this time Applanix shall also provide loaner equipment for NOAA to use in the interim period while the original equipment is repaired or upgraded. Upon completion of repairs and upgrades, the Contractor shall perform inspection and acceptance testing on the equipment to ensure that the repair and/or upgrade was successful. The Contractor shall provide the following documentation with the return of each piece of equipment: ������������� Detailed description of the repair and upgrade that was performed; ������������� List of parts that were replaced; ������������� Data sheet documenting the results of the inspection and acceptance tests that were performed. OMAO manages and operates a fleet of 15 Oceanographic Survey ships, 6 Aircraft and 4 regional port offices to support ship operations and maintenance. The North American Industry Classification System Code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, Nautical System and Instrument Manufacturing. This notice does not constitute a solicitation, Request for Proposal, Request for Quotation, or an Invitation for Bid and it does not restrict the Government in any way regarding its ultimate acquisition approach. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
