- NOTICE OF INTENT TO CONTRACT WITH A SINGLE SOURCE: The Federal Aviation Administration (FAA) intends to award a single source contract extension, for up to five (5) years should all options be exercised, under the OASIS II contract (Contract No. DTFAWA-15-C-00006) with L3Harris Technologies, Inc. Melbourne, FL, for continued services providing an automated Flight Service system in Alaska for FAA Flight Service Certified Professional Controllers (CPCs). OASIS II is a National Airspace System (NAS) safety critical system supporting the services provided by Alaska Flight Service. OASIS II provides the seventeen (17) Alaska Flight Service Stations (FSS) with an integrated Commercial-off-the-Shelf/Non-Developmental Item (COTS/NDI) system for acquiring and displaying weather graphics products, flight plan processing, emergency services, search and rescue (SAR), law enforcement and regulatory information and is operational 24 hours a day, 7 days a week.� In accordance with the FAA Acquisition Management System, AMS 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source when it is determined to be in the best interest of the FAA. OASIS II is provided via a leased service by L3Harris Technologies, Inc. and no other contractor can maintain and support the OASIS II system due to system ownership and intellectual property considerations. The equipment installed to run OASIS at all FAA Alaska Flight Service Stations is owned by L3Harris Technologies, Inc. Use of a different contractor would require uninstalling and replacing the equipment for a new provider for flight service in Alaska. Further, L3Harris Technologies, Inc. possesses specialized technical knowledge and expertise in FAA Flight Service to include weather data processing, graphical weather product development, weather and flight data integration, 28- and 56-day update processing, and Electronic Flight Strips software development. Without an extension to the current OASIS II contract period of performance, all OASIS II capabilities will cease to be provided for the FAA Flight Service CPCs.� This announcement is for informational purposes only and not a Solicitation/Request for Proposal. This requirement will be awarded to L3Harris Technologies, Inc. and is not available for full and open competition. All questions pertaining to this announcement should be addressed in writing to the Contracting Officer, Tia Belton, Tia.L.Belton@faa.gov, no later than 4:00pm (EST) on October 25, 2024. Note: The FAR references cited in SAM.gov are not applicable to the Federal Aviation Administration (FAA) as the FAA has its own policies and guidance referenced in the Acquisition Management System (AMS).
