Description
The U.S. Army Corps of Engineers, Detroit District intends to solicit for services for Crib Dam�Stabilization. This is a NOT a Request for Proposal (RFP), is NOT and Invitation for Bid (IFB) nor a solicitation.�No proposal is being requested or accepted with the Sources Sought Notice, and no reimbursement�will be made for any costs associated with providing information in response to this synopsis or�any follow up information requests. The work included the following: PHASE I: The proposed project stabilizes approximately 300 ft of existing rock filled timber crib�dam in the Soo Locks hydroelectric power plant headrace canal. The headrace canal banks are�primarily concrete lined rock fill dikes, but a portion of the southern bank transitions to timber�crib where it connects to the powerhouse. The stabilization consists of first grouting the� interface between the timber crib and the concrete lined rock fill dike to both stabilize the area�and to control seepage. Grouting includes vertical and angled holes extending through rock fill�material. Once grouting is completed, the work includes constructing a combination pile wall with�54 in pipe piles socketed 12 ft into bedrock. PHASE II: work consists of demolishing approximately 9,000 SF of concrete slab, demolishing�approximately 115 ft of concrete duct bank, demolishing light poles, demolishing chain link�fencing, and a demolishing a concrete electrical manhole; constructing a concrete transformer pad;�relocating a 5kV dry type transformer; constructing approximately 350 ft of new concrete duct bank;� providing light poles; and constructing a reinforced concrete slab, which includes removing 3 feet�of rock filled timber crib and replacing it with geogrid reinforced rock fill. Related electrical�work is also included, such as reconnecting the transformer and new lights. The crib dam surface has surcharge loading restrictions that limits the type of equipment that can�be used, which is anticipated to primarily affect drilling operations. The site is only accessible�from the water, and much of the work is anticipated to be performed from a marine plant in the�headrace canal. Drilling and grouting can be performed from land, but equipment and materials must� be delivered on a marine plant. Accessing the headrace canal requires a marine plant that can pass�under the Sault Ste. Marie International Bridge and the Sault Ste. Marie International Railroad�Bridge, which has a clearance of 16.5 ft above low water datum (600.4 ft IGLD85). Maintaining�powerplant operations is crucial and work requiring the plant to shut down must be coordinated at� least 90 days in advance. Limiting power plant shutdowns to nighttime hours is preferred, and�shutdowns during day time hours need to be minimized. Work will be completed at Sault Ste. Marie, MI 49783 The North American Industrial Classification System (NAICS) code is 237990, which has a size�standard of�$45,000,000 in average annual receipts. This announcement is for planning purposes only and participation in the questionnaire is entirely�voluntary and non-participation will not affect the consideration of any company for future federal�contracts. In order to determine the extent of industry interest and experience in the requirement,�interested contractors shall present the following information: a brief overview of the firm's� capabilities and experience on construction�projects similar in scope and the Sources Sought Questionnaire for Crib Dam Stabilization. Qualified companies are encouraged to respond. The response to this notice shall be in summary format and shall not exceed three (3) pages. No basis for claim against the Government shall arise as a result of a response to this Sources Sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments.
