Description
The United States Agency for International Development (USAID) Zambia intends to limit competition to local entities for a new award � the �USAID Tuberculosis (TB) Elimination Activity.� The main goal of the award will be to improve health outcomes through enhancing and maintaining the quality of TB diagnosis, care, and prevention in Zambia. The statutory authority permitting this limit to competition without providing full and open competition is AIDAR 706.302-70 (a)(2), Citation; 40 U.S.C. 113, Impairment of Foreign Aid Programs, which states that full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation. This authority pursuant to AIDAR 706.302- 70(b)(3)(i) may be used for: Supplies or services when the cognizant Assistant Administrator makes a formal written Determination and Findings (D&F)(see FAR subpart 1.7), that compliance with full and open competition procedures to procure the goods or services through one or more contract actions would impair foreign assistance objectives and would be inconsistent with the fulfillment of one or more foreign assistance programs for which the Assistant Administrator is responsible; USAID/Zambia is in the process of designing a five (5) year activity working to reach every person with tuberculosis in the country, cure those in need of treatment, prevent new infections and progression to active TB disease, while scaling-up innovations in detection, care, and treatment, and fostering local ownership to sustain the TB program. The activity is intended to contribute to the Agency�s locally led development initiative by working with and through local entities to expand access to effective measures for prevention, diagnosis and treatment of TB in all the technical assistance across all ten provinces of Zambia, thereby promoting sustainability of the foreign assistance objectives and strengthening local capacities/systems. Specific objectives will be developed and fledged out in the resulting solicitation. No solicitation package is being issued with this notice as the activity is still in design and undergoing internal clearance processes. This notice of intent is not a request for proposals.
