Description
REQUEST FOR INFORMATION AND CAPABILITY STATEMENTS�for�National Indian Education Study (NIES): Support Services Request for Information The purpose of this notice is for informational purposes only in conducting market research. This is a Request for Information and Capability Statements. This is not a Request for Proposals. The Department will not pay for any information received resulting from this notice. Parties that submit responses are not guaranteed any response from the Department. Only responses from firms registered with the SBA, in the Native 8(a) program will be reviewed. Interested vendors are to provide the following information: Has your firm performed this work before, specifically highlighting experience with each of the following: Secure participation of Bureau of Indian Education (BIE) schools, and their students, selected for NIES, which is administered through the National Assessment of Education Progress (NAEP). Compile necessary school and agency information collected by various sources to support selection of schools and students. Compile lists of students enrolled in relevant grades from the BIE schools that have agreed to participate in the study. Provide other support such as coordinating with various government agencies and contractors involved in the study, preparing informational materials for the participants, coordinating distribution of the study reports through supporting various conferences and workshops, and providing support for web-based NIES relevant products. Provide support in various efforts including NIES Technical Review Panel (TRP) meetings and coordination with the NAEP Support and Service Center, and states� representatives in accomplishing the objectives of the study. For more information about NAEP, please see: The Nation's Report Card | NAEP (PLEASE REFER TO ATTACHMENTS FOR ACCESS TO HYPERLINKS FOR MORE INFORMATION) All vendors may provide input on the following questions: Identify any suggestions, recommendations, or unclear sections of the Performance Work Statement (PWS); and Identify any barriers to competition. Note: The contents of the PWS are subject to change. Request for Capability Statements The Department invites any small business firm registered in the Native 8(a) program, that believes they are capable of fulfilling the requirements of this procurement, to submit a capability statement. The Department does not plan to notify submitters whether their capability statement was rated as �Capable� or �Not Capable,� nor does the Department plan to provide submitters with any analysis of the capability statement. However, the Department will review all capability statements submitted by the due date that meet the requirement set forth below. As part of the capability statement, offerors shall demonstrate their technical capabilities in performing the requirements of the PWS, its relevant corporate experience, and the expertise of key staff. Format Requirements: The response to the Request for Information and Capability Statements shall be a single document that is either MSWord or PDF format. In addition to the one-page cover page (more details below), an additional five (5) pages of content are permitted. These five (5) pages shall have font no smaller than 12-point (single spacing permitted) (though the font-size restriction does not apply to charts or tables) and one-inch margins. The one-page cover page shall include: Company Name Company Size The website address of the company (if applicable) The point of contact (name, phone number, email address) of a company representative who can answer any questions that the Department may have. The vendor�s DUNS number. Submission Requirements: The responses/questions shall be emailed to Dayna.Myers@ed.gov, with a cc: to David.Geary@ed.gov. The subject line of the email shall be �Response to RFI for NIES Support Services�. A party�s failure to respond to this request will have no impact on its ability to submit a proposal in the event of the release of an RFP. Deadline: Responses are due by Friday, November 8, 2024 NLT 4:00PM, EST, though the Department reserves the right to accept late submissions at its discretion.
