- THIS IS A NOTICE OF INTENT TO AWARD SOLE SOURCE AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. � This synopsis is hereby issued in accordance with FAR Part 5.203, to announce the Government's intent to award a 6-month, Firm Fixed-Price Bridge Contract, on a noncompetitive basis to Valiant Global Defense Services, LLC, (CAGE 7S8Ql) for the Joint Base Lewis McChord (JBLM) Mission Training Complex Capabilities Support (MTCCS) effort. This is a notice of intent to award a sole source contract under statutory authority 10 U.S.C. 2304(c)(l) set forth in Federal Acquisition Regulation (FAR) 6.302-1 and Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information 206-302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Army Contracting Command-Orlando (ACC-ORL} and JBLM have identified a need to award a sole source contract to Valiant (CAGE 7S8Ql), to continue performance of JBLM MTCCS requirements. The current JBLM MTCCS Task Order expires 19 NOV 24. The contemplated sole source contract will include a limited performance period of six (6) months, commencing 20 NOV 2024 - 19 APR 2025, ensuring continuation of mission command (MC) training at the JBLM Mission Training Complexes (MTCs). Services performed under this sole source contract will include the continuation of non-personal services to support the Mission Training Complex (MTC) to units stationed at and supported by Joint Base Lewis-McChord (JBLM), and when required, Yakima Training Center (YTC), WA.�No other contractor is in the position to assemble a large team of administrative, program management and subject matter experts (SMEs) who specialize in providing individual through collective Mission Command (MC} training, by the expiration of the current JBLM MTCCS Task Order performance period (19 NOV 24}. Award to anyone other than the incumbent contractor (Valiant) would result in a significant break in service. Award of this limited Bridge Contract will ensure ample time for the Government team to complete source selection activities and execute award of the MTCCS II Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) Contract (MAC). This is NOT a request for competitive quotes. The Government intends to negotiate solely under statutory authority 10 U.S.C. 2304(c}(l) set forth in Federal Acquisition Regulation (FAR) 6.302-1. Any interested firms must identity their interest and capability to respond to the requirement no later than five (S) business days after this notice posts. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Please respond by 08 NOV 2024 at 1400 hours Eastern Standard Time (EST). Your response must include your stated technical knowledge of and experience with mission command (MC) training and information to demonstrate the Contractor's ability to complete Phase-In activities and commence full performance by the end of the current JBLM task order (19 OCT 2024).
