- Page 2 of 2 Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 19 hereby provides notice of its intent to award a sole source, firm fixed price contract to Logicare Corporation in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. NAICS code: 513210, Software Publishers (SBA Size Standard $47.0 million). Description of Services: The contract is for the VA Salt Lake City Healthcare System (VASLCHCS) for Patient Instruction Software services for a base period of one year plus four option periods. LOGICARE Patient Instructions is a healthcare information system which includes modules designed for both patient instruction and education. It is designed for use by clinicians to educate and instruct patients in emergency departments, inpatient units, and outpatient clinics. LOGICARE`s patient instructions are compatible and integrated into Veterans Affairs (VA) hospitals and clinics with Veterans Health Information Systems and Technology Architecture (VistA) and Computerized Patient Record System (CPRS) integration. The LOGICARE System receives registrations/admissions from VistA to allow easy patient-selection by clinicians. Documents produced in LOGICARE for patients are contributed to the CPRS record as Notes. The instructions can include CPRS data from the patient`s record, particularly a current medication list, and a human readable list of future appointments; allows for standardization and addresses follow-up gaps to provide consistency of care. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES AND THERE IS NO SOLICITATION. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses to this requirement must be received no later than November 8, 2024, 2:00 p.m. MST and be submitted via email only to Jim Lewis at james.lewis114fbb@va.gov with Response to Intent to Sole Source 36C25925Q0049 in the subject line. The Department of Veterans Affairs, NCO 19 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered and phone calls will not be returned. All responses from responsible sources will be fully considered. All documents submitted will not be returned. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued.
