Sources Sought Notice - Sheridan VAMC Bldg. 42 Hazmat Cleanup DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Response Instructions: Please submit your RFI response in accordance with the following: Do not provide more than 8 pages, including cover letter page. Include the name, address, phone number, and email address of the appropriate representative of your company. NO MARKETING MATERIALS ARE ALLOWED AS PART OF THIS RFI; and The government will not review any other information or attachments included, that are in excess of the 8-page limit. Information Requested from Industry: In response to the Sources Sought, interested Contractors shall submit the following information: Company Information: SAM UEI; Provide the company size standard and socio-economic status information; VA has identified the appropriate North American Industry Classification System (NAICS) Code as 562112 Hazardous Waste Collection with a Small Business size of $47 Million. Please identify and explain any NAICS codes your company believes would represent the predominated work included in the attached draft Statement of Work draft; Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic Status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small business, Women-Owned Small Business, Disadvantaged Small business, and Hub Zone; If Service Disabled or Veteran Owned Small business, is your company and/or partners a Certified SBA VetCert? If your company holds any Government Wide Acquisition Contract (GWAC) i.e. NASA Sewp, GSA FSS, and/or National Institutes of Health. Capabilities/Qualifications Statement Overview of proposed solution(s). Include a description of the product your company possesses. Hazmat Cleanup For Sheridan VA Medical Center - STATION 666 STATEMENT OF WORK (SOW) 1. Background The Sheridan VA Medical Center, located at 1898 Fort Road, Sheridan, WY 82801, requires cleaning of Building 42. A vehicle crashed into the corner of the building where the bulk fluid storage was placed, thus spreading the fluids throughout the interior of the building covering the ceiling, walls, equipment, tools, electrical fixtures, an office area, and loft. The fluids stored that were impacted and dispersed are Synthetic Motor Oil, Hydraulic Fluid, and Antifreeze. 2. Scope The Sheridan VA Medical Center (VAMC) intends to award a Fixed Priced contract for cleaning to remove oils and other contaminants from the building and all interior components of the building. Period of Performance 11/29/2024 thru 12/13/24. 3. Specific Tasks Contractor shall perform cleaning to remove oils and other contaminants from the building and all interior components of the building. Contractor shall properly clean/wash ceiling, walls, and flooring. The contractor will have control of the interior of the building until the cleanup is completed. There are two floor sumps that have taken most of the spilled oils and antifreeze also an oil water separator outside the building, the two inside will need to be pumped out before and after the cleanup is completed and the exterior separator will need to be pumped out after cleanup is complete. The building interior including the office and loft shall be cleaned including any contents of the building to be free of oils or antifreeze. Most of the remnants of the building damage will need to be removed and tracked with receipts to where the materials were taken. Additional Information: There are two (2) sumps inside the building. There is one oil water separator outside the building. Loft in the back of the building Office in the back of the building Entrance on the side of the building 4. Performance Monitoring After every cleaning, Contractor shall provide an electronic PDF report via email to the Contracting Officer s Representative (COR) and Contracting Officer (CO) within two (2) weeks after service is performed. Each report shall include, at a minimum, the date service was performed, a description of services performed, any concerns or findings, and signature and date from one of the technicians present during the services. 5. Security Requirements The Contractor shall comply with the VA Personal Identity Verification procedures identified in the contract that implement Homeland Security Directive-12 (HSPD-12), Office of Management and Budget (OMB) Guidance M-05-24, and Federal Information Processing Standards Publication (FIPS PUB) Number 201. 6. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI) None. 7. Other Pertinent Information or Special Considerations Contractor shall follow the below guidelines for their work schedule except by prior arrangement approved by the COR or CO. The COR for this job will be available from 7:30 am to 4:00 pm, Monday thru Friday. The Federal Government observes the following days as holidays: New Year s Day January 1st * Martin Luther King s Birthday Third Monday in January Presidents Day Third Monday in February Memorial Day Last Monday in May Juneteenth June 19th * Independence Day July 4th * Labor Day First Monday in September Columbus Day Second Monday in October Veterans Day November 11th * Thanksgiving Day Fourth Thursday in November Christmas Day December 25th * 8. Quality Control The Contractor shall develop and maintain an effective quality control (QC) program to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor s QC program is the means by which they assure that their work complies with the requirements of this contract. 9. Place of Performance Sheridan VA Medical Center 1898 Fort Road Sheridan, WY 82801-8320 10. Period of Performance The Sheridan VA Medical Center intends to award a Fixed Priced Contract for Hazmat Cleanup for the period of: 29 November, 2024 thru 13 December, 2024.
