Description
The Administrative Office of the United States Courts (AO) is issuing a Request for Information (RFI) FOR INFORMATIONAL PLANNING PURPOSES ONLY.� As part of its market research, the Administrative Offices of the U.S. Courts is issuing this RFI to determine if there exists an adequate number of qualified and interested contractors capable to fulfill the scope of the requirement in the draft statement of work. �The purpose of this RFI is also to receive any questions or concerns in regard to the Statement of Work (SOW). This requirement is for a contractor to provide supplies and installation of automated analyzers; provide controls, calibrators, all supplies and consumables necessary to operate the analyzers; maintenance of the analyzers; training; water systems and water system maintenance; quality control; and a data management system with the capability to export results to a designated database.� The draft document attached is subject to change for any final versions issued. The AO is seeking information from possible vendors to include:� Names of interested parties.� Please provide company information to include: Name of Company Address Point of Contact to include telephone number and email address Unique Entity ID (UEI) number. �(An offeror must have an UEI number and be registered in the System for Award Management by time of award.) 2. The intended North American Industry Classification System (NACIS) code to solicit proposals is 541380 � �Laboratory Testing.�� Is there a better suited NAICS code and the reason you feel it would be a better NACIS code? 3. The intended Product and Service Code (PSC) is Q301 � �Testing Laboratories and Services.�� Is there a better suited PSC and the reason you feel it would be a better PSC? 4. Is the contractor capable of providing each of the 14 on-site laboratories with new automated analyzers within 60 days after the kickoff meeting? 5. The 14 on-site laboratories have differing volumes of tests being performed daily.� The minimum number of samples per on-site laboratory is approximately 875 samples per month, with the number of tests performed per sample varying.� What type of analyzers is the contractor able to provide, to include the name of the instrument as well as the instrument capability regarding the number of tests per hour? 6. Is the contractor capable of providing forensic use immunoassay reagents, controls, calibrators, all supplies and consumables necessary to operate the analyzers; maintenance of the analyzers; training; water systems; quality control, and a data management system with the capability to export results to a designated database? 7. What is the per assay cost the offeror would estimate charging for each of the following assays:� 6AM, Amphetamine, Barbiturates, Benzodiazepines, Buprenorphine, Cannabinoids, Cocaine, Creatinine, EtG, Fentanyl, Methadone, Opiates, Oxycodone, Ketamine, and Psilocybin. 8. The table, C.5.5.1 Cutoff Levels, incorporates our previous cutoff levels for assays for drug testing. Please evaluate those provided cutoff levels and let us know if those cutoff levels can be attained by your assay. 9. In addition, two drugs, Ketamine and Psilocybin, cutoff levels have not been determined at the posting of this draft SOW. What are the cutoff levels for these two items? Do you have recommended screening cutoff levels for Ketamine and Psilocybin? 10. What lab data information management system is used for the analyzers? 11. What is a reasonable time frame to expect repair personnel to arrive on site to repair equipment?� Is two business days sufficient? 12. What are your questions and concerns in regard to the draft SOW? All responses need to be sent via email to AJ M. Lee at aj_lee@ao.uscourts.gov and LeAnna Stith at leanna_stith@ao.uscourts.gov. �Please submit requested information by 3:00 PM (Eastern) on Friday, November 22, 2024.� The following provision is incorporated in full text:� Provision 2-1, Request for Information or Solicitation for Planning Purposes (JAN 2003). This RFI is only for the purpose of identifying potential sources as part of market research. No solicitation exists; therefore, do not request a copy of the solicitation. Responses will be used for the purpose of market research to obtain viability of the requirement, estimated pricing, and request comments/suggestions/questions regarding the draft SOW. Responses to this RFI will not be considered proposals on which the Judiciary can issue any contracts. This RFI is issued for information and planning purposes only and does not itself constitute a Request for Proposals (RFP). All information received in response to this RFI marked ""Proprietary"" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. The Judiciary will not pay for information received in response to this RFI. There is no commitment by the Judiciary to issue an RFP, make an award, or to be responsible for any monies expended by industry for responses to this RFI. To fully comprehend the information contained within a response to this RFI, there� may� be a need to seek further clarification from those respondent(s)� identified as capable.� This clarification may be requested in the form of brief verbal communication by telephone; written communication; electronic communication; or a request for a presentation of the response. The Judiciary reserves the right to seek additional information from those vendors identified with unique solutions that are determined to be beneficial to the Judiciary.
