- PRE SOLICITATION NOTICE DESCRIPTION: The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to competitively award a Firm Fixed Price (FFP) Delivery Order (DO) for the BPTT OCONUS requirements under the Training System Contract (TSC) IV Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) to include the following: Deliver the fabrication, installation, and testing of two (2) Littoral Combat Ship (LCS) Bridge Part-task Training (BPTT) 1B15A devices to Japan (QTY 1) and Bahrain (QTY 1). The contract is planned to be competed under TSC IV IDIQ MAC. In accordance with FAR 16.505 (b)(1), NAWCTSD intends to provide a fair opportunity for award of a Firm Fixed Price Delivery Order under TSC IV for BPTT OCONUS, Delivery Order is anticipated to be awarded prior to July 2025. Ongoing market research performed by the Government supports adequate competition exist within the TSC IV MAC. Additionally, the Small Business Office concurred with the decision to competitively award DO within the TSC IV MAC contractors.�� This notice is not a request for competitive proposals. It is a notice in accordance with FAR 5.201 outlining the Government�s intent to contract on competitively basis within participant of TSC IV MAC. Interested sources outside TSC IV MAC are solicited to provide their written technical capabilities.� Written response to this notice must show clear and convincing evidence that competition outside TSC IV MAC would be advantageous to the Government.� Interested sources must submit detailed written technical capabilities to deliver the requirement.� Detailed written capabilities must be submitted by email to Mr. Pablo Barbatto (pablo.n.barbatto.civ@us.navy.mil) in an electronic format that is compatible with Microsoft Office 2016 applications (MS Word), no later than close of business on Friday, November 15, 2025, 2:00PM EST. Verbal submissions via phone will not be honored. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than TEN (10) pages. A determination by the Government not to compete this proposed contract action outside TSC IV based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement outside of TSC IV. This notice is not to be considered a request for quotations or proposals.� No solicitation document is available. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable sources are available and are more advantageous to the Government. If no written challenge to this synopsis is received, the Government will compete this effort in accordance with FAR 16.505(b)(1) under TSC IV MAC. This synopsis will satisfy the intent of the requirements under FAR 5.201 and 5.204. In accordance with FAR 5.102(e), copies of the solicitation will be available upon request.
