DEPARTMENT OF VETERANS AFFAIRS Network Contracting Office 6 (NCO 6) Sources Sought 36C24625Q0152 In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the Government reserves the right to revise specifications, and refine contract requirements, before the release of any associated solicitation. This is not a Request for Proposals (RFP). Other information provided in this notice is subject to change prior to release of a solicitation. OVERVIEW The Department of Veterans Affairs, Network Contracting Office 6 is conducting market research to identify potential sources for Architect-Engineer services to complete the below scope of work. The place of performance will be the hospital campus of the Hampton VA Medical Center. Forward all questions to the point of contact identified below. This is not a pre-solicitation notice, but the magnitude of construction for this project is currently between $10,000,000 and $20,000,000 but is subject to revision prior to release of a solicitation. SCOPE OF WORK Architect/Engineer (A/E): The Contractor will perform all professional A/E services necessary to provide design and construction period services for project 590-25-200 Campus Historical Preservation. The project requires the A/E to renovate 51,808sf of space in building 27 as well as the building exterior in accordance with historical preservation guidelines. Work includes architectural, mechanical, electrical, structural, telecommunication, fire protection and plumbing engineering along with historical preservation requirements. Building occupants and furnishings are to be moved into temporary trailers (or other locations on campus) and back into building 27 by the construction contractor. All in accordance with the following requirements and guidelines outlined in https://www.cfm.va.gov/til/index.asp. Additional information may be requested by the Contracting Officer at a later time. CONTRACTOR RESPONSIBILITY A potential source, for the purposes of this notice, is considered to be any firm meeting the following requirements, with experience in managing architect-engineer contracts. Based on responses to this notice, some of the below requirements may be modified, where necessary, prior to release of any solicitation. Requirements for Registration of Architects or engineers registered to practice in the particular professional field involved in a State, the District of Columbia, or an outlying area of the United States shall prepare or review and approve the design of architectural, structural, mechanical, electrical, civil, or other engineering features of the work performs work under the applicable NAICS code. The prime source is registered in the System for Award Management (SAM) database at https://www.sam.gov, as whichever entity/office that would receive award in the event of a solicitation.
