- The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), Network Contracting Office 8 (NCO-8) intends to negotiate a sole-source Blanket Purchase Agreement (BPA) under the authority of FAR 13.106-1(b)(2). The associated NAICS code for this service is 562910, Remediation Services with a size standard of $25,000,000 and Product Service Code (PSC) Code F108, Environmental Systems Protection- Environmental Remediation. The identified vendor is Environmental Health & Safety Services, Inc. as the only company in Puerto Rico that is registered in the American Industrial Hygiene Association (AIHA) Asbestos Analysts Registry (AAR). The Facilities Management Service (FMS) at VA Caribbean Healthcare System (VACHS) needs a contractor to provide Asbestos Abatement Inspection, Monitoring, and Third Party Certification at VACHS. The company and the analyst shall be registered in the American Industrial Hygiene Association (AIHA) Asbestos Analysts Registry (AAR). The equipment shall be available no later than October 1, 2024. The intent is to rent the equipment for a base period of three (3) months with an additional 3-month option period. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the required services at VACHS as defined in the Performance Work Statement (PWS). The service includes, but is not limited to, asbestos abatement oversight, sample collection, testing, reporting, etc. This notice of intent is not a request for competitive quotes. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than November 8, 2024, at 10:00 AM (Puerto Rico local time) to Baryan Sierra at baryan.sierrapierluissi@va.gov.
