Description
The U.S. Army Corps of Engineers, Detroit District intends to issue a Request for Proposal to award a single firm fixed price contract for the removal of dredged material from Erie Pier in Duluth, Minnesota. The solicitation will be issued under W911XK25R0018. Erie Pier Confined Disposal Facility (CDF) is an 82-acre disposal facility located near 40th Avenue East in Duluth-Superior Harbor. The facility is used as a stockpile site for dredge material taken from Duluth Superior Harbor and other sites. The intent of this project is to move a portion of that material to upland sites for beneficial reuse. The goal of this project is the removal of fine-grained dredged material from specific locations in the Erie Pier CDF. Material will be transported to specified destinations for beneficial reuse. Services include various project management and administrative tasks as well as dewatering material (as needed), loading and delivery of material to each destination. Remove a total of 55,000 cubic yards of fine-grained dredged material from a specified stockpile within Erie Pier CDF. Note that other contractors are engaged in placing dredge material and performing other work in and around the CDF, and the access road to the CDF site is being used by other contractors. In addition, coordination may be necessary with contractors or others present at the destination sites who may be engaged in other work. Restore haul roads within the CDF to pre-work conditions upon completion of the project. General information: This Request for Proposal (RFP) is intended to be issued as a firm-fixed price contract and will be solicited as a 100% total small business set aside. The North American Industrial Classification System (NAICS) code is 238910, Site Preparation Contractors, which has a small business size standard $19.0 million in average annual receipts. Product Service Code: V119 - Transportation/travel/relocation- Transportation: Other In accordance with FAR 36.204, the magnitude of construction is between $1,000,000 and $5,000,000. The approximate solicitation posting date is late November to early December 2024 and the solicitation will be posted for thirty (30) days. The solicitation package materials, documents, and attachments to the anticipated solicitation will be available only electronically and via sam.gov where there will be a link to the attachments which will be stored in the Procurement Integrated Enterprise Environment (PIEE) system. Electronic submissions is required through the PIEE Solicitation Module suite at https://piee.eb.mil/. All contractors must be registered on SAM.gov and PIEE. The Government will NOT supply hard copy documents to any interested parties as a result of this solicitation. Please note, the Government will NOT be maintaining a bidders list during the solicitation period. However, vendors are strongly encouraged to review the ""Interested Vendors List"" tab found on sam.gov for this solicitation. In order for interested contractors to conduct business with the Federal Government, contractors must be registered in the System for Award Management (SAM) prior to submission of bid. Contractors can access SAM for free at www.sam.gov. DISCLAIMER: The official plans and specifications will be located on the official government web sites as discussed above.
