- This is notice of intent to solicit to a sole source requirement for which justification has been approved. A sources sought was previously posted at FA8903-24-SS-0300 REQUIREMENT Provide Prepaid Cellular/Satellite Data Services for Rectifier Remote Monitoring Unit (RMUs) Installed at US Air Force Petroleum Oil Lubricants (POL) Sites on Cathodic Protection (CP) Systems Protecting Fuel Tanks and Pipelines from Corrosion. Number of units: 381 CODES: � UFC 3-570-01, CP, 28 November 2016, Change 1, 14 January 2019, Par 4-5.1 � UFC 3-570-06, Operation and Maintenance: CP Systems, para. 4-6.1, 15 July 2019 Remote monitoring can be installed to instantly identify readings that are below or above set points. These remote monitoring systems can monitor rectifier AC input voltage, DC output voltage and current, structure potentials, and many other things such as structure bonds, resistance bonds, test station potentials, and galvanic anode currents. Immediate notification of these problems can greatly accelerate the time required to repair the cause of the alarm. These systems can accelerate the data collection and recordkeeping functions, as well as provide much needed data for effective troubleshooting. SYNOPSIS: ELECSYS is a commercial provider of Remote Monitoring Units (RMU) to Major Commercial Customers in the Oil, Gas, Water, and Electrical sectors. Figure 1 shows a typical Air Force CP fuel pipeline protection rectifier being monitored by an ELECSYS Watchdog RMU that uses commercial cellular and satellite communications to collect data and send to the ELECSYS server. The ELECSYS Connect application (Figure 2 Close up of Figure 1) provides the data collection, transfer, storage, analysis of data collected. The �ELECSYS Connect� provides a Web-based Remote Monitoring and Analysis Application for data collection (through cellular and satellite communication networks) and Web-based analysis of data. The basic capabilities of ELECSY Connect (Appendix A) are: � Access & Analyze Remote Monitor Data (through ELECSYS RMUs) � Configure Alarms and Reporting Schedule of Collected Data � Access through any Web-Enabled Device (Controlled Access by login and/or limited access to RMUs, user selection) � File and Data Transfer Capabilities � Graphical and Tabular Data Display Options � GPS function for Pinpoint Location of RMU The ELECYS Corporation provides Watchdog Web and Data Security (Appendix B). The �best practices� ELECSYS Corporation employs to assure data security and availability for customers are: � Authentication and Authorization � Backups � Configuration Management � Firewall/Router Security � Cryptography � Data Transmission � Data Validation � Error Handling � File Uploads � Session Management � Physical Security The ELECSYS services listed above are available when the ELECSYS Monthly Fee for each RMU is paid and fee covers both the cellular/satellite communication carrier charges and the ELECSYS server services described above. No additional hardware is required. This contract addresses the monthly fee for each RMU for an entire year of ELECSYS RMU commercial services.
