- Notice of Intent to Sole Source Requirement. The Department of Veterans Affairs, Veterans Health Administration, VISN 7 Contracting Activity intends to negotiate a sole source contract under FAR Subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services, with vendor Standard Communications Inc, under the authority of 38 U.S. Code § 8127, located at 20 Cabot Boulevard Suite #220, Mansfield, MA 02048. The associated NAICS code for this is 334220 with a size standard of 1,250 employees. This procurement includes software programming modifications and/or additions to the Ralph H. Johnson VA Medical Center s existing Rauland Bourg Responder 5 / Enterprise nurse call system and our existing SPOK Messenger middleware system. This work directly affects RHJVAMC s existing Rauland Bourg Nurse Call/Spok Messenger patient life safety systems. This procurement includes Rauland Responder 5 nurse call equipment, wiring and conduit, as required to meet local, national and VHA life safety system codes; to integrate to the existing Rauland Nurse Call Server in order to facilitate operations and functions that precisely match the standard of safety and provision care currently available in the existing system with zero loss of functionality and as required to maintain existing product warrantees and support of the existing multi-million dollar system. Also included are specialized programming services by certified Rauland and SPOK programmers as required to fully integrate the requested new additions to the nurse call system alarms to our communication systems and devices. This requirement is integrating Responder five/enterprise and the middleware SPOL operator console/messenger to integrate with Vocera and spacelabs systems. This system is in every room and nurse station in the VAMC. These systems are proprietary and under warranty. All work must be completed by personnel specifically certified to complete said services on the Rauland Bourg Responder 5 / Enterprise and SPOK Messenger Life Safety Systems to ensure patient safety through 100% compatibility with existing systems with zero loss of functionality and also to ensure continued manufacture warranty support. A Firm Fixed Price (FFP) purchase order from is contemplated. It is the Government's belief that only the proposed vendor possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only Standard Communications Inc, a SDVOSB. This notice of intent to sole source is not a solicitation (request for competitive quotes). No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government and must be sent via email.
