Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources-sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Veteran Owned Small Businesses, Service- Disabled Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) UEID number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below and in accordance with the Statement of Work (SOW). Please list work that your company has performed on contract within the last 5 years. The Department of Veterans Affairs, Greater Los Angeles VA Healthcare System, West Los Angeles VA Medical Center is currently seeking a vendor that can install: Two (2) single storefront doors and frame with a sidelight and transom above. Install (1) pair storefront doors and frame with a sidelight and transom above. In addition to the door installation, a one-time, joint, inspection of the areas where the doors are to be installed. This inspection is required to measure the areas where the doors will be installed and to establish a time of completion. The Contractor shall provide all labor, equipment, materials, and personnel required to perform the services in accordance with the Statement of Work. Please refer to the Statement of Work for further details. Important information: The Government is not obligated to/nor will it pay for or reimburse any costs associated with responding to this sources-sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business. However, if response by Service- Disabled Veteran Owned Small Business prove to be inadequate, an alternate set-aside or full and open competition may be determined. The North American Classification System (NAICS) code for this acquisition is 238290 ($19.0M) Other Building Finishing Contractor. The Product Service Code (PSC) associated with this acquisition is N072 Installation of Equipment Household and Commercial Furnishings and Appliances. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete electronic annual representations and certifications as part of required registration (See FAR 4.1102). Additionally, all Service-Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Small Business Administration s Veteran Small Business Certification (VetCert) located at Veteran Small Business Certification (sba.gov). All interested Offerors should submit information by e-mail to steven.crayton@va.gov. All e-mails must have as the subject line Lobby Upgrade Storefront Doors and Frame Installation . All information submissions must be received no later than 1:00 PM on November 26, 2024. STATEMENT OF WORK STOREFRONT DOORS AND FRAME INSTALLATION WEST LOS ANGELES VA MEDICAL CENTER The services to be provided by the contractor under this full-service agreement shall consist of installing two (2) single storefront doors and frame with a sidelight and transom above. Installing (1) pair storefront doors and frame with a sidelight and transom above. Hours of Coverage: Normal hours of coverage will be Monday through Friday from 7:00am to 5:00pm, excluding federal holidays. All service/repairs will be performed during stipulated hours of coverage unless requested or approved by Engineering. Services to be Provided: Install (2) single storefront doors and frame with a sidelight and transom above. Door and frame are to be standard aluminum anodized finish with manual panic exit devices, 10"" offset pull on the exterior with a lock cylinder, continuous hinge, closers, medium styles, 10"" bottom rails and 1/4"" clear tempered glass. 2 openings approx. 5 10 x 8 2"". Install (1) pair storefront doors and frame with a sidelight and transom above. Doors and frame are to be standard aluminum anodized finish with manual panic exit devices, 10"" offset pull on the exterior with a lock cylinder, continuous hinge, closers, medium styles, 10"" bottom rails and 1/4"" clear tempered glass. 1 opening approx. 12 - 6 x 7 - 10"". Labor: The contractor will provide all labor associated with the installation of the doors covered under the contract agreement. Inadequate or improper installation performed by the contractor will be correctly repaired at a time convenient to the VA at no additional expense to the VA. There will be no limitation to the number of labor hours provided within the stipulated timeframes of contract coverage. The contractor will always contact the Engineering Section, (213) 418-8996 before and after arrival at the site. Documentation: Contractor will provide a written service report which describe services performed. The following information must be provided in the service report: Date of service Door installed Labor hours Travel time Purchase order number Note: This report must be approved and signed by Engineering personnel or their representative. A copy of each report will be left with Engineering. In the event that Engineering is not available to receive the service report (outside normal working hours), the service report will be left with the supervising official of the doors that were installed; the supervising official will forward the service report to Engineering (138) the next working day. Contractor shall, without exception, provide all tools, equipment, ladders, and anything else necessary to perform the work. Delegation of Authority: No additional service shall be provided without the approval from the Contracting Officer (CO) or his/her designee of this contract. The Contractor shall not accept any instructions issued by any other person(s) other than the CO or his/her delegated representative acting within the limits of his/her authority. Authorized Services: Only those services specified herein are authorized under this contract. Before permitting and/or performing any service of a non-contract nature, the Contractor shall advise the CO of the reason (s) for the additional work and/or service. The Contractor is cautioned that only the CO or his/her designee may authorize additional service that are within the scope of this contract and that reimbursement shall not be made unless prior authorization is obtained from the CO. All changes to the contract shall be issued through a contract modification in writing from the CO to the Contractor. Complaints: Contractor shall promptly and courteously respond to complaints within three (3) working days to the COR. Including complaints brought to the contractor s attention by the CO. Contractor shall maintain a written record of all complaints, both written and oral showing the identity of the individual, the nature of the complaint, and contractor s response. Contractor shall permit the Government to inspect the written records of complaints upon reasonable notice from the CO. Specific Tasks: Ensure tooling is monitored for the safety of the Veterans, Staff and Contractor performing the work. Cleanliness is essential during period of performance, dust dirt, debris and excess materials shall be removed and cleaned up prior to leaving for breaks or end of shift. Jobsite shall be clean at the completion of installation. Scope: Contractor shall provide all the materials, labor, equipment, transportation, disposal of materials, tooling, equipment, and supervision for the duration of start to completion of work. Security Requirements: Secure work area and tooling for safety at all times. Other Pertinent Information or Special Considerations: No substitutions of materials shall be allowed. Risk Control: Ensure work area does not interfere with pedestrian traffic and egress.
