Description
The Court Services and Offender Supervision Agency (CSOSA), located at 800 North Capitol Street, NW, Washington, DC, is conducting market research to ascertain the availability of interested and capable businesses of any size (e.g., large business, small business, SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) that can perform the work identified in this announcement. This announcement is issued solely for information and planning purposes. It does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This announcement does not commit CSOSA to contract for any supply or service. Further, the CSOSA is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this Sources Sought announcement. CSOSA will not pay for any information or administrative costs incurred due to an interested party preparing a response to this announcement. CSOSA will not return any information or documents submitted by responders in response to this Sources Sought announcement. Not responding to this announcement does not preclude participation in any future RFQ or RFP, if issued. If CSOSA proceeds with a solicitation, information regarding this requirement will be posted on the Government wide Point of Entry, i.e., SAM.gov. It is the responsibility of potential offerors to monitor the Government wide Point of Entry, i.e., SAM.gov for additional information pertaining to this requirement. The anticipated NAICS code(s) is NAICS code 623220, Residential Mental Health and Substance Abuse Facilities Contractors. The Small Business Administration small business size standard for this NAICS is $19M. CSOSA is seeking qualified/capable firms that can perform the following: a. Upon receipt of a referral package from CSOSA staff, the Contractor shall review the referral documentation to determine the individual�s suitability to successfully participate in treatment. b. The Contractor shall notify CSOSA of all admissions and no-shows, within 12 hours of each scheduled admission, utilizing the Admission Notification form that is provided with each referral/billing authorization. The Contractor shall transport Patients from pick-up locations designated in the referral package and drop off locations as determined during the discharge planning process. The Contractor shall conduct an intake interview with each Patient within 12 hours of admission. The Contractor shall ensure that the Patient receives a history and physical examination at the Contractor�s facility within 12 hours of admission, to determine the Patient�s suitability for withdrawal management treatment. The Contractor shall conduct an individualized treatment needs assessment for each Patient within 12 hours of admission. The Contractor shall develop an individualized treatment plan for each Patient within 24 hours of admission, based on the results of the treatment needs assessment and referral information provided by CSOSA. c. The Contractor shall ensure that withdrawal management Services is an organized service delivered by medical and nursing professionals, who provide 24-hour, medically supervised evaluation and safe withdrawal management in an acute care or psychiatric hospital inpatient unit. Services are delivered under a defined set of physician-approved policies and physician-managed procedures for medical protocols. This level provides care to patients whose withdrawal signs and symptoms are sufficiently severe enough to require 24-hour medically managed care, where the focus is primarily medical and nursing care. Withdrawal Management services include substance abuse assessment, daily medication monitoring and counseling services. d. The Contractor shall coordinate the discharge planning staffing with the CSO (or his/her designee), the IS, and the Patient, upon admission. This discharge staffing must include a review of the Patient�s course of treatment, treatment plan progress, aftercare planning, and recommendations for the next phase of treatment. No later than two (2) calendar days prior to the Patient�s completion of the program, the Contractor shall prepare a written, comprehensive, and individualized aftercare/relapse prevention plan that summarizes the results of the discharge planning staffing and outlines recommendations for further treatment or other needed services. Request all interested/capable sources who believe they can provide the above identified services submit the following: �Name of company and business address; �Company point of contact, including name, phone number, and email address; �Whether company is registered in SAM (if not registered in SAM, identify plans for completing this registration); �Company Unique Entity Identification (if registered in SAM.gov); �Small Business Size Status (e.g., large business, small business, SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.)for the NAICS identified in this announcement, i.e., NAICS code 623220, Residential Mental Health and Substance Abuse Facilities Contractors; and �Pertinent certifications, education, etc. that demonstrates capability to perform the work identified in this sources sought announcement. �In addition, provide the following information regarding at least one project and no more than two projects completed or in progress within the last 3 years (Government or commercial) for performing work similar in scope to the work identified in section 4 of this sources sought announcement: Client name (i.e., name of company or agency receiving the services); Client address & point of contact (name, email address, and phone number); Unique Entity Identification; Identify whether work was performed as a prime Contractor or a subcontractor; Identify whether the work was performed on-site or virtually; Please provide all submissions in response to this sources sought announcement no later than December 06, 2024, 2:00 PM Eastern Daylight Time (EDT).
