Description
THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD has a requirement for FFG-62 Data Acquisition and Analysis System � National Instruments (NI) Analog-Digital Modules. The FFG62 DAS is a complex system and this hardware is one part of complex engineering system that needs to provide data to the test site in real time and archival. The requirements of the hardware include the ability: The Data Acquisition System (DAS) on the FFG-62 LBES a shall record all sensors and signals required for testing FFG-62 LBES as defined by the test program. The DAS system shall be comprised of two primary components, CMS(Continuous Monitoring System) and HSDAS(High Speed Data Acquisition System) All data, HSDAS and CMS, shall be stored for analysis and historical access. As the storage is filled by continuous operation, data offloads shall occur in order to permanently archive older data and allow for further historical reference and access. A master clock system shall be used as the source of timing for all data collection and time-stamping. Access to the DAS workstations shall require login credentials provided by the LDA FFG-62 LBES program, controlled via a centralized authentication server. All data shall be stored and transmitted digitally in a format supporting data reduction and processing. The DAS shall provide a method to export data in alternate formats (i.e. .mat files, .csv files etc.) A 1 kHz white noise signal shall be distributed to all HSDAS analog acquisition nodes and recorded as an input channel. Any independent DAS sensors that may be required for data recording shall be wired to conveniently located fiber optic or copper wire connection boxes located outside equipment enclosures. High voltage signals, and signals that could become energized with high voltages, shall have appropriate electrical isolation. .The LDA DAS shall provide electrical power to the independent DAS sensors and provide electrical isolation between analog sensors and data acquisition equipment wherever possible. The DAS shall measure and record operating hours for EUT equipment that requires operating hour tracking for maintenance/equipment health purposes The DAS shall utilize operating parameters and instrumentation of the Gas Turbine, Diesel Engines and associated systems to monitor, track and report the data necessary to estimate emissions from LBES. DAS shall have a list of all sesnors and details configuration managed by the DAS Engineers know as the ID FILE stored on the DAS network HSDAS shall be used to capture data defined by test procedure steps at the FFG-62 LBES. This system shall be used for transient and harmonic analysis. HSDAS shall be used for burst collection of high-rate electrical sensor data capable of recording up to 3 concurrent triggers. Burst collection shall allow for collection of data for a defualt of 90 seconds of pre-trigger data and 120 seconds of post trigger data. Burst collection shall allow for collection of data for a maximum of 90 seconds of pre-trigger data. The actual pre- and post- durations shall be user configurable within the capabilities of the system. HSDAS data rates shall be determined by sensor types and bandwidth characteristics not to exceed 250,000 samples/second 1000 Channels and the ability to expand Each HSDAS node shall have a defined sample rate. The system shall not exceed four different HSDAS sampling rates. HSDAS shall employ analog and/or digital anti-aliasing filter with the highest pass-band frequency no greater than � the sampling frequency. HSDAS data collection shall be triggered by a network generated manual trigger initiated by an operator. The HSDAS trigger shall allow the trigger of one or many nodes. HSDAS shall have automatic software generated triggers defined within the DAS system. HSDAS shall provide a method to setup and automatically calculate the following calculations, Phase-to-Phase Voltage, RMS, Real Power, Apparent Power, Reactive Power, Power Factor, and Frequency. The DAS workstations located in the control room shall be capable of displaying Real-time HSDAS data time-history plots, FFT plots, Harmonic displays, octave analysis, zoom FFT, order tracking, waterfall plots, and HSDAS triggering capability. CMS DAS shall be used to record slower speed data. CMS data shall be recording continuously during testing. CMS DAS data rate shall not exceed 2000 Hz and allow for up to 3 unique data rates. All DAS workstations shall have access to live CMS Data as well as historical data. All DAS workstations shall be capable of producing CMS data time-history plots, x-y plots, tabular displays, configurable graphical displays (tanks, meters, gauges, etc...), digital status change displays, and channel alarm-history. The CMS shall be a slower speed data acquisition system used to record all available parameters associated with the FFG-62 LBES. The following hardware can support the above requirements. The cover page is not considered in the total page count. NSWCPD will accept only electronic unclassified submission of responses. All responses shall be unclassified and submitted no later than 03:00 PM EST on 06 December 2024. This RFI is for market research purposes only and does NOT constitute a Request for Proposal (RFP). This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This RFI Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. The Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend.
