- National Hydropower Association Membership NOTICE OF SOLE SOURCE INTENT This is not a solicitation. This is a notification of an intent to award a single source procurement under NAICS code 813910 Business Associations. The Bureau of Reclamation, Denver Acquisition and Operation Branch will solicit and award a purchase order to National Hydropower Association to access the unique membership. The National Hydropower Association (NHA) is a national nonprofit association dedicated exclusively to promoting the growth of clean and affordable hydropower. Since 1983, NHA has represented the majority of domestic, non-federal hydroelectric producers. NHA has over 200 members which include public utilities, investor-owned utilities, independent power producers, equipment manufacturers, environmental and engineering consultants, and hydropower attorneys from all regions of the country. Bonneville Power Administration and Tennessee Valley Authority are Federal agency members of NHA. NHA is the only energy industry group exclusively dedicated to the hydropower industry. Reclamation's hydroelectric facility and program staff benefit from agency participation in NHA by learning and contributing to industry best practices through reliable information exchange with industry leaders. By joining NHA, Reclamation will gain access to a number of member-only services, including: -NHAs Hydraulic Power Committee. The Committee has a 40-year history and provides a forum for hydropower owners, operators, and equipment and service providers to exchange information relating to technical best practices for operations, maintenance, dam safety and security, and worker safety. -NHA's Operational Excellence Program. The Program is the only industry event reporting system dedicated to hydropower. The program facilitates confidential distribution of industry operating experiences and resulting best practices and lessons learned to prevent similar events at other hydropower facilities. -NHAs Small Hydropower Council. The Council support growths in the small hydropower sector, including development at non-powered dams, irrigation and conduit power. Reclamation participation in the Small Hydropower Council supports the goals of Department of the Interior's Memorandum of Understanding (MOU) for Hydropower with the Department of Energy and Department of the Army, and facilitates implementation of Reclamation's Sustainable Energy Strategy to achieve MOU goals. The determination not to compete this proposed purchase order was made pursuant to the 10 USC 2304 (c)(1) and Federal Acquisition Regulation 13.106-1(b)(1)(ii), only one responsible source and no other supplies or services will satisfy agency requirements. The Government anticipates award by December 2024. This is a notice of intent to award a sole source purchase order and is not a request for competitive quotes or proposals. This is the only Notice that will be published. A determination by the Government not to compete this requirement based upon response to this notice is solely within the discretion of the Government. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirements and include: the Unique Entity Identifier (UEI) Number: (Formerly known as the DUNS Number), and the Taxpayer Identification Number (TIN). All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses must be submitted and received, electronically to Savanna Manning via email at smanning@usbr.gov by 5 pm MST on, December 10, 2024. Telephone responses shall not be considered. If no responses are received by the above date an award will be issued to National Hydropower Association.
