- This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.6 and part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03825QE0000008 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2025-01, effective 12 November 2024. The applicable North American Industry Classification System (NAICS) code is 541380. The small business size standard is $19M annual average receipts. This solicitation is 100% set-aside for small business. All responsible small business sources may submit a quotation which shall be considered by the agency. It is anticipated that a firm-fixed price purchase order will be awarded on a competitive basis as a result of this solicitation. All parts shall have clear traceability to the Original Equipment Manufacturers (OEM), Jet-Care International, Inc. (CAGE Code 44JF6) or Aviation Laboratories, Inc. (CAGE Code 0ESF5). Traceability means a clear, complete, documented, and auditable paper trail that traces each step from the OEM or an OEM approved source. No substitute and alternate parts will be considered. Only new parts will be accepted. A full description of the Requirements may be found in Attachment 1 - Requirements. Small business concerns having the expertise and required capabilities to provide these parts, by the required delivery date, shall submit Attachment 1 � Requirements, after completed the highlighted areas. 52.217-6, Option for Increased Quantity (Mar 1989) applies to this acquisition and is tailored as follows: At the time of award, the USCG will place an order for the purchase of eighty-five (85) each Aircraft Hydraulic Fluid Analysis Kits. The Government may increase the quantity of Aircraft Hydraulic Fluid Analysis Kits, including any costs for expedited processing, by a quantity of three hundred (300) each, at the same price specified in the original purchase order. The Contracting Officer may exercise this option by written notice to the Contractor within one year after date of award. Delivery terms for additional orders shall be the same as called for in the original purchase order unless the parties otherwise agree.
