SHOULD A REQUEST FOR PROPOSAL BE PUBLISHED, IT WILL BE MADE AVAILABLE, OR DIRECTIONS TO OBTAIN IT, WILL BE MADE AVAILABLE VIA HTTPS://WWW.SAM.GOV Naval Surface Warfare Center, Crane Division (NSWC Crane) is conducting market research to gain information to determine current market conditions and size standards for the market. This is a source sought announcement in accordance with FAR 15.201 and in anticipation of a potential future procurement program. NSWC Crane has a requirement for shipboard and facility installations of permanent and/or temporary technology systems to include, but not be limited to, single sensor and multi-sensor integrated Electro-Optic System (EOS) installations; Electronic Warfare (EW) installations; Command and Control System installations; and Counter-Unmanned System (CUxS) installations on U.S. Navy (USN) platforms and facilities; U.S. Coast Guard (USCG) platforms and facilities; U.S. Allies Naval platforms and facilities; other U.S. military affiliated platforms and facilities; U.S. Government- designated platforms and facilities and various other customers and/or maritime and ashore platforms. Contract requirements include, but are not limited to, procurement of materials incidental to the installation and integration; fabrication of equipment incidental to the installation and integration being procured herein; engineering, logistics, configuration management, technical, acquisition, technical data support services; pre- and post-installation support; de-installations of systems; and temporary installations, alterations, and removals in conjunction with the installation of new systems. Ashore requirements include system connectorization. The Government anticipates a resulting contract, in support of the identified requirement, would be awarded with a base of one (1) year and four (4) one-year option periods to be exercised as needed. The Government anticipates the resultant contract to be structured as a definitive contract containing Cost Plus Fixed Fee (CPFF) and Cost-reimbursable line items; however, the result of ongoing market research may alter the anticipated contract vehicle. The estimated Level of Effort Hours are 454,401 over 5 years, with a value ranging from $75M to $85M. Both large and small businesses are encouraged to submit a capability statement which will be considered by the agency. Information received will solely be considered for the purpose of determining whether there are sufficient large and small business vendors to conduct full and open competition. What/Where to Submit: Interested companies should submit, on company letterhead, a notice of interest including the name, telephone number, mailing address, and e-mail address of one point of contact to NSWC Crane Code 0231, ATTN: Kayla K. Hendrix, kayla.k.hendrix2.civ@us.navy.mil. The notice of interest should include a brief description of your company and its capabilities as they relate to the requirements set forth in this Sources Sought announcement, and answers to the following questions. Please limit your responses to no more than two (2) pages. Provide a capability statement that shows the ability to support up to ten (10) simultaneous shipboard and/or facility installations of electro-optic and/or electronic warfare technology systems. Provide a capability statement that shows knowledge of shipboard installations in accordance with the requirements of the Naval Modernization Process (NMP). Is your company a small or large business as defined by the Small Business Administration (SBA) under NAICS code 336611? How many employees does your company have? Does your company have a website? If so, what is your company�s website address? Information provided shall be treated as a Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act. All information shall be provided free of charge to the Government. NSWC Crane may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement. This Sources Sought announcement is not a request for proposal. The purpose of this Sources Sought announcement is to gather information for the purpose of market research. Information provided in response to this Sources Sought announcement will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract. No telephone inquiries will be accepted and request for solicitation packages will not be granted, as a solicitation has not been prepared at this time. When to Submit: Responses are requested not later than 4:00 p.m. Eastern Standard Time on 12/20/2024.
