- Sole Source Notice of Intent Title: Notice of Intent to Sole Source Purchase of Pollinator Garden Landscaping from Delta Jardineria. Solicitation Number: PR11871022 Classification Code: S208 Housekeeping-Landscaping/Groundskeeping NAICS Code: 561730 Landscaping Services Description: LANDSCAPING SERVICES The US Consulate Ciudad Juarez intends to award a sole source contract to Delta Jardineria for the purchase Pollinator Garden landscaping services. Delta Jardineria. After eight months of market research and extensive outreach, Delta Jardineria is the only landscape firm indicating interest, equipment, and knowledge to carry out the work. Justification for Sole Source: This procurement is being conducted in accordance with the statutory authority of FAR 6.302-1, which states that only one responsible source and no other supplies or services will satisfy agency requirements. Response Information: This notice of intent is not a request for competitive proposals. However, any interested party that believes it can meet the requirements described herein may identify themselves and must provide evidence of their capability to fulfill the requirement. Responses must be submitted in writing to the point of contact listed below and must be received no later than December 13, 2024, 17:00 PM Local Time. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. STATEMENT OF WORK FOR Pollinator Garden INTRODUCTION OVERVIEW & DESCRIPTION: The U.S. Consulate in Ciudad Juarez, Mexico requires landscaping services, install irrigation, and other landscaping features in accordance with the design plan. The area is approximately 540 square meters. The contractor is solely responsible to verify these measurements. The work shall include, but is not limited to, procurement and installation of all required materials and equipment, irrigation, utilities, and any other work to complete this project in accordance with the design document titled Pollinating Garden and Landscaping Redesign. This Statement of Work (SOW) and associated documents define the services to be performed by the Contractor. LOCATION: The facility U.S. Consulate Compound is located in Paseo De la Victoria #3650 Fracc. Partido Senecu, Ciudad Juarez, Chihuahua, Mexico. All onsite inspections shall be requested through the U. S. Consulate�s Building Engineer or the Facility Manager. OBJECTIVE: Work shall be completed as expeditiously as possible. The compound shall be occupied during the execution of this contract. Contractor shall coordinate with Contracting Officer Representative (COR) for work phasing and job sequencing with work commencing in a sequential manner. Contractor may be allowed to overlap phases upon exhibition of sufficient capability to execute the project simultaneously with the preapproval of the Contracting Officer Representative or the Contracting Officer (CO): Kristin O�Grady COMMUNICATION: The Contractor shall maintain contact with the USG regarding this project through the Contracting Officer's Representative (COR): Robert Crumrine GENERAL REQUIREMENTS The Contractor shall provide equipment, materials, tools and supervision as needed to complete the services that meet the technical requirements in this Statement of Work (SOW). It is expected that the Contractor shall partner closely with U. S. Consulate personnel. The work shall be executed in a diligent manner in accordance with a negotiated firm fixed price and performance period. The period of performance for all phases of the project shall be completed in no more than 180 days from Contract Award. This project is divided in milestones called CLINs. When the contractor submits the pricing, it such be divided in up to match the CLINs below. CLIN Description Total ($) 001 Demolition and Prepare Landscaping 002 Install Irrigation 003 Install Landscaping Features 004 Install Trees and Plants The Contractor shall have limited access to or be admitted into any structure outside the areas designated for the project except with permission by the US Consulate. The Contractor shall address the impact of the consequent disruption and provide for a continuing level of operation for continuous occupation of the Consulate Compound and to not disrupt the Consulate operations. Deliverables: The Contractor shall be required to prepare and submit, before the work commences; bill of materials, daily garbage and debris removal plan, product specifications & literature, project schedule in Gantt format, quality management plan project safety plan, Additionally, submit weekly status reports during the period of performance. These documents shall provide the necessary interfaces, coordination, and communication between the Requesting Office, COR, and Contractor for the successful delivery of a completed project.
