- SUMMARY: This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of the market s offered, services and capabilities. The Government will not pay any costs for responses submitted in response to this Sources Sought. This Sources Sought notice provides an opportunity for respondents to submit their notice of ability, and their available services in response to the requirement described below. Vendors are being invited to submit information relative to their potential of fulfilling the requirement below, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. The Veterans Health Administration (VHA) is seeking a vendor to provide the following services below. Please see the SOW below for the requested services and descriptions. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. STATEMENT OF WORK Title: DNA Typing (genotyping) Services General. The Contractor shall provide genotyping services for animal researchers at the San Francisco VA Healthcare System that maintain transgenic animal colonies as part of their research projects. This includes investigators at the San Francisco Veterans Affairs Medical Center on 4150 Clement Street, San Francisco, California 94121 and 1700 Owens Street, San Francisco, CA 94158. 2.0 Scope of Work. The Contractor will provide DNA extraction from submitted specimens, assay design, automated processing, and genotyping for those specimens, and associated bioinformatics support. The VA is looking for genotyping services that offers genotyping ordering and results integration into a colony management database which tracks alleles and genetic classifications that allow for checking of breeding issues based on the genotypes of parents. This includes: Shipping twice per week Assay design and set up 6 months storage of two thirds of original samples 3.0 Period of Performance: The period of performance shall be for one 12-month base period and four (4) option years if exercised by the Government. Option periods are priced up front and will only be exercised based on the availability of funds and government needs. Base Year: 06/24/2025 06/23/2026 Option Year 1: 06/24/2026 06/23/2027 Option Year 2: 06/24/2027 06/23/2028 Option Year 3: 06/24/2028 06/23/2029 Option Year 4: 06/24/2029 06/23/2030 PLEASE NOTE: Quantities of samples / amount spent for all Periods of Performances are estimated. Genotyping services shall be used on an as needed basis. The VA shall only pay for the services rendered by the contractor. 4.0 Location and Hours of Operation. The Contractor shall ship during normal operating business hours from 8:00 am to 5:00pm to the following locations: San Francisco Veterans Affairs Medical Center 4150 Clement Street, San Francisco, California 94121 and 1700 Owens Street, San Francisco, CA 94158. 5.0 Contractor Responsibilities and Tasks: The Contractor shall provide genotyping services for the SFVAMC Veterinary Medical Unit (VMU), at 4150 Clement Street, San Francisco, CA 94121 and 1700 Owens Street, San Francisco, CA 94158. Samples (mouse tail snips) will be placed in contractor provided barcoded 96 well plates and shipped to contractor facility for DNA extraction and genotyping. Genotyping results will be provided to researchers within 72 or 24 hours as requested through the secure online site. 6.0 Invoices: Payment will be made upon receipt of a properly prepared detailed invoice, prepared by the Contractor, validated by the VA and submitted to VA FSC, P. O. BOX 149971, Austin, TX 78714, https://www.fsc.va.gov/einvoice.asp through the VA Tungsten Network https://www.tungsten-network.com/customer-campaigns/veteransaffairs/ A properly prepared invoice will contain: Invoice number and date of service Contractor s name and address Accurate purchase order number Supply or service provided Detail the number of samples completed with the number of probes per sample. The unit cost per sample based on number of probes as indicated in the price chart in the Price/Cost Schedule, sec. A.2, p.5. The type of service (72-hour service versus the 24-hour service). Total amount due RESPONSE COMMITMENT I. Response: A. Capability statement with a list of provided services. Please provide your socioeconomic status, and size classification (large business, small business, SDVOSB, VOSB, etc.). All responses should be directed to annmarie.stewart@va.gov by December 4, 2024, 3 PM EST. B. Submittals furnished will not be returned to the sender. No debriefs will be conducted. Eligibility in participating in a future acquisition does not depend upon a response to this notice. C. Proprietary information is neither requested nor desired.
