Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE; THE VA IS NOT SEEKING PRICING OR OFFERS. The Department of Veterans Affairs, VISN 20, in support of Puget Sound VA Healthcare System, Seattle, WA is currently requesting information to determine the existence of viable sources capable of providing engineering design services. Period of Performance: The intended contract period of performance is for 301 calendar days after receipt of notice to proceed. Description of Services: Provide Architect/Engineer professional services to include preliminary concept and program development, investigative services, design narratives/analysis, planning consultations and visits, design work, calculations, preparation of contract drawings and specifications, sample boards, preparation of cost estimates, construction period services, site visits, and other necessary services necessary for the complete design for the decommissioning, demolition and replacement of the control and exhaust system (including ductwork and exhaust fans) for approximately thirty (30) laboratory fume hoods on the 6th and 7th floor in the east, center and west wings of Building 1 to the exhaust fans on the 8th, 9th, and 10th floor at the Puget Sound VA Medical Center. The A/E design services includes, but is not limited to, the following work: The Architect/Engineer (A/E) shall provide a complete design for the decommissioning, demolition and replacement of the control and exhaust system (including ductwork and exhaust fans) for approximately 30 laboratory fume hoods. The A/E shall be responsible for completing a field survey and TAB report of the existing fume hood system and appropriate swab testing to anticipate the possibility of explosive & radioactive residues in the fume hoods and ductwork. The A/E shall retain the services of an industrial hygienist (IH) to investigate and verify any asbestos containing materials in the construction/work site and fume hood duct joint sealant/tape. The A/E (or the IH) shall then prepare the drawings necessary for asbestos abatement for the schematics, design development and construction document stages. Project 663-22-105 has four primary purposes. The first is to determine the necessary decommissioning process for the fume hood exhaust system. The second is to demolish and replace the current pneumatic control system, pipes and appurtenant items controlling the air volume dampers between the 30 research fume hoods to the rooftop exhaust fans with a DDC controls system. The third is to replace approximately 1,500 ft of ductwork for 30 fume hoods and its corresponding exhaust fan on the various rooftops of Building 1. The last is to integrate this new DDC control system to VA Puget Sound s central Building Automated System (BAS). NAICS Code: 541330 Engineering Services and the small business size standard is $25.5 million. The Government is not soliciting offers at this time, and it will be the Contracting Officer who will determine which suggested changes are accepted. This is a sources sought notice to gain knowledge of potential qualified sources. A solicitation is not currently available. Responses: Responses to this request will be considered for the purpose of determining how the requirements will be stated and how the procurement will be conducted. This announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
