Description
SOURCES SOUGHT SYNOPSIS The Department of Veterans Affairs (VA), Network Contracting Office 20 (NCO 20), is conducting market research on behalf of the Community Nursing Home Services Team to identify potential contractors capable of providing Community Nursing Home (CNH) services in the Northwestern Washington (Puget Sound) geographical area. The Contractor shall furnish all supplies and services. VA Central Office is moving away from using RUG rates and will be utilizing the Patient Driven Payment Model (PDPM). The NAICS code is 623110, Nursing Care Facilities (Skilled Nursing Facilities) with a $34M size standard. Nursing home facilities in the CNH program shall ensure that care meets the health needs and promotes the maximum well-being of VA patients. Nursing home care will be furnished to ensure the total medical, nursing, and psychosocial needs of VA beneficiaries. VA often has a particular need for specialty care services in the CNH program. The VA requires CNHs to have bed capacity to ensure their ability to take referrals when requested. The CNH also must be able to accept VA referrals in a timely fashion (ideally within 24 hours of request). Provider visits will be available at the rate of one (1) visit per month. Laboratory, x-ray, and other special services will be available to VA patients as needed. In addition, the care provided will include room, meals, nursing care, and other services or supplies commensurate with the VA-authorized level of care, without extra charge. Duly authorized representatives of VA will provide quality oversight visits to veterans placed to assure continuity of care and to assist in the veterans transition back into the community, when applicable. All nursing home facilities in VA s CNH program must have current Center for Medicare and Medicaid Services (CMS) certification and a state nursing home license. Prospective nursing homes must meet the following factors when being evaluated for technical capability. FACTOR 1: Technical Capability Technical capability to meet the Government s requirements. a. Subfactor 1a- CMS Star Rating. Per VHA Notice 2019-22 Community Nursing Home (Contractor) Program (October 24, 2019), to participate in the VA s Contractor Program, Nursing Homes (NHs) are expected to have either; 1) a three- star overall rating, or 2) a two-star overall rating with a four star or greater quality measures score on the Centers for Medicare and Medicaid (CMS) Nursing Home Compare Web site located at: (https://www.medicare.gov/nursinghomecompare/search.html). Subfactor 1b- Regulatory and Compliance. To be considered Technically capable under criteria 1 through 3 (directly below), the nursing home facility will meet all Federal and State regulatory requirements and industry practices, as applicable. Facility must maintain full fire safety sprinkler system coverage in accordance with the Federal Register regulation at 73 FR 47075 and any other applicable Federal and State requirements as applicable (see https://www.govinfo.gov/app/details/FR-2008-08-13/E8-18670). Facility has current Center for Medicare and Medicaid Services (CMS) certification (Medicare and/or Medicaid) and current State license. Facility has Medical Liability Insurance/Professional Liability Insurance at the minimum level as required by the State and VAAR 852.237-70, Indemnification and Medical Liability. FACTOR 2: Past Performance Evaluation. Past performance is one indicator of an offeror s ability to perform the contract successfully. Past performance is evaluated on an acceptable/unacceptable basis. Proposals that lack any past performance will receive an acceptable rating. Past performance shall consist of: If the nursing home is an incumbent VA-contracted facility, it s previous performance will be reviewed in Contractor Performance Assessment Reporting System (CPARS). If the facility has no past performance, then provide five professional references. To be considered a responsive and potential source, interested parties shall provide a capabilities statement containing the following information: Business name, address, point of contact, phone number and email address. Business size, type, and SAM Unique Identifier Number The contractor shall provide a Certificate of Liability insurance The contractor shall provide copies of government licenses appropriate to do the work. Contractor must be able to provide CNH services located in Northwestern Washington (Puget Sound). The vendor shall identify which locations they can service with their existing capabilities. All question must be submitted in writing, no telephonic inquiries will be accepted. This is a sources-sought notice only. The purpose of this notice is to obtain information regarding the availability and capability of verified sources to include qualified SDVOSB/VOSB to perform this potential requirement. Responses received will assist the Government in determining the appropriate acquisition strategy. The Government may or may not issue a solicitation as a result of this notice. There is no solicitation available at this time, and this is not a request for quotes.
