- Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a single source purchase order with American University for attendance for two FHWA employees at the 2025 Spring Key Executive Leadership program. To successfully carry out Federal Highway Administration (FHWA�s) mission, FHWA�s Senior Executives must possess a wide range of leadership skills. The FHWA is committed to developing and enhancing the competencies and skillsets of FHWA�s aspiring and experienced Senior Executives through the provision of continual learning and professional development opportunities. FHWA has identified that a majority of FHWA Senior Executives, over 60%, are set to retire within the next 3 years. In order to prepare for the need for qualified leaders to take the place of those retiring, FHWA has identified that the American University (AU) has strategically worked to create a unique program to develop emerging leaders. The AU Key Executive Leadership Program is a comprehensive cohort program of blended learning that directly addresses key competencies needed to support succession planning and mitigate anticipated skills deficits within the U.S. Department of Transportation and specifically FHWA. American University offers a cohort specifically developed for Department of Transportation personnel. The participants will earn a Key Executive Certificate from training that is based on the Executive Core Qualifications (ECQs) developed by the U.S. Office of Personnel Management (OPM). The Key Executive Leadership Programs offered by the American University have been designed as a certificate program around a curriculum essential for those working in the public sector. The certificate program contains eight courses that are connected to one of the five Executive Core Qualifications (ECQs) for the Senior Executive Service (SES) as defined by the U.S. Office of Personnel Management. FHWA has searched the learning opportunities offered by other vendors and we were not able to identify any other comparable off-the-shelf virtual synchronous program that adequately address the competencies and support the learning objectives that meet FHWA�s needs in our current virtual posture. Our market research included USDA Grad School, Management Concepts, Brookings Institute�s Executive Education, American Management Association, SES Association, FEI, Institute for Transportation Research and Education, American Public Transportation Association, and Harvard Kennedy School. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
