- Description
- The NAVSUP Fleet Logistics Center Norfolk, FM and C/BUMED Directorate intends to acquire, on a full and open competitive basis, services in support of the Department of the Navy (DON) Financial Management (FM) Human Capital Office. Contractor support is required to assist the DON in accomplishing the required tasks necessary to develop a robust and centralized training curriculum with curated training developed specifically for the DON FM Community to strengthen and diversify DON FM Workforce knowledge and skills. Contractor support is required to meet the first of the Assistant Secretary of the Navy, Financial Management and Comptroller�s (ASN FM and C) five DON FM Strategic Goals: enhance our highly skilled and engaged FM Workforce to support DON�s mission. The DON requires contractor support for DON FM training and workforce development to ensure its workforce is trained and ready to meet the DON FM mission requirements. Through the DON FM Training Academy, each of three unique curriculums will instill the FM technical skills, leadership characteristics, and problem solving techniques that will produce solutions that can be applied in daily operations in the field to support job readiness. A single-award, Indefinite Delivery, Indefinite Quantity, Firm Fixed Price (FFP) service contract is contemplated. The solicitation will require a price proposal as well as a non-price proposal. Award will be made on a best-value trade-off basis, with non-price factors being more important than price. FAR Parts 12 and 15 procedures will be utilized. The formal solicitation will be posted to NECO and SAM.gov at a later date. A DRAFT Performance Work Statement (PWS) is attached to this synopsis. Industry feedback and comments are welcomed in response to this synopsis, with particular emphasis placed on potential deliverables and industry standard pricing structures. Responses to the synopsis are NOT required; however, if you choose to submit a response, please provide a written response by close of business on 16 December 2024 via email to Thomas Ryan at thomas.r.ryan36.civ@us.navy.mil, and Joseph Haviland at joseph.a.haviland2.civ@us.navy.mil. Responses should be no more than seven pages and utilize a reasonably sized font (e.g. Times New Roman 12pt.) The information provided in this synopsis is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this synopsis should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
