AMENDMENT 1 The purpose of this amendment is to address vendor questions. The RFP due date will be extended to allow vendors a little more time. The Q&A timeframe has closed, and no other questions will be entertained. All RFPs are due: 10:00 a.m. Tuesday 12/10/2024. *** Please note the change on Attachment B Extractor Requirements *** If you have already submitted a proposal packet, and nothing has changed you will not need to submit another proposal package. We will keep your existing proposal packet on file for evaluations of proposals. What are the envelope specs? ANSWER: Letter envelope ~ 9.5 x 4.125 and Check envelopes ~ 8 x 3.625. Both Letter and check envelopes meet USPS thickness standards for machinable mail dimensions. What are the envelope volumes per month? ANSWER: Volumes vary from 5,000 to over 80,000 envelopes a month. What are the contents within the envelope? ANSWER: Letter envelopes may contain letters up to 6 pages, BRE, and a U.S. Treasury check. Check envelopes U.S. Treasury checks and advertisements. What are you doing with the envelope and contents post-extraction? ANSWER: All envelopes and advertisements are discarded. Checks and letters are counted, validated, and destroyed. Are you scanning those contents? ANSWER: No Will a 4�10-week timeline work for the supplier to have the two mail extractors ready? ANSWER: Yes Is the payment NET 30? ANSWER: Yes For the specifications/requirements for fully automated extractors (an ACE product), or semi-automated extractor (single or triple cut extractor product line)? ANSWER: Requires ergonomic manual extraction of contents. Is the 3-slicer a must have? (Vendor can provide data on the 2 vs 3 slicers). ANSWER: Automation of cutting of envelope on 2 or 3 sides and automated opening of envelope to allow for ergonomic manual extraction. Original solicitation documents follow. REQUEST FOR PROPOSAL (RFP) The Bureau of the Fiscal Service has a need for two (2) Mail Extractors. This solicitation will be posted SAM.gov as 100% Small Business Set-aside. It is anticipated that a Firm-Fixed-Price (FFP) Purchase Order (PO) will be issued as a result of this Request for Proposal (RFP) to the Vendor with the Lowest Priced, Technically Acceptable (LPTA) proposal. In addition to the proposal for the specifications, all information required on the clause package, including any instructions to vendors, and attachments must be completed, and included with your proposals. Please see Attachment B � Mail Extractor Requirements within the clause package for complete details for this solicitation. The overall Period of Performance (PoP) for this acquisition is one (1) twelve-month Base Period beginning on the date of award. IMPORTANT DUE DATES Questions shall be submitted No Later Than (NLT) 10:00 a.m. Eastern on Tuesday 12/03/2024, to purchasing@fiscal.treasury.gov with the subject line, �RFP 2033H625R00007 Mail Extractor Questions RVBrown/DGVass, FSAB� Proposal shall be submitted by 10:00 a.m. Eastern on Friday 12/06/2024, to purchasing@fiscal.treasury.gov with the subject line, �RFP 2033H625R00007 Mail Extractor Proposals RVBrown/DGVass, FSAB.� It is the Offeror�s responsibility to ensure/confirm timely receipt. The Offeror assumes full responsibility for ensuring that it is in accordance with Fiscal Services security requirements. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, html, mhtml, and .zip files The Government does not allow 3rd party messaging systems/secure mail, other than when authorized by the Government.
