- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. The intent of this notice is to identify potential offerors. The Naval Facilities Engineering Command (NAVFAC) Far East (FE), PWD Sasebo, is currently seeking potential sources to perform VEHICLE MAINTENANCE AND REPAIR SERVICES AT COMMANDER, FLEET ACTIVITIES, SASEBO (CFAS), JAPAN. The Government intends to award a multiple year single award Indefinite Delivery Indefinite Quantity (IDIQ) contract comprised of Non-recurring Work Items. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. NAVFAC FE, PWD Sasebo, FEAD Contracting Office, is seeking to identify potential offerors for market research purposes. The Government is seeking capable contractors to provide all labor, management, supervision, tools, material, and equipment required to perform vehicle maintenance and repair services of vehicles at CFAS, Japan as described herein. VEHICLE TYPES: Vehicles requiring maintenance and repair services consist of a wide range of make and models. However potential sources should be able to specialize in maintenance and repair for all types of Japanese vehicle manufactures. MAINTENANCE AND REPAIR AUTHORIZATION: A technician shall perform initial inspection and report potential maintenance and repair services required to a designated government official. A government official will analyze and inspect the recommended services. Only upon authorization by a designated government official can the technician perform the required work. Authorization may take up to 30 days from the time of initial inspection. CORRESPONDENCE IN ENGLISH: The potential contractor shall ensure that all contract correspondence that is addressed to the United States Government is submitted in English or with an English translation. CONTRACTOR LICENSING REQUIREMENTS: Potential sources must be registered to do business in Japan and possess the necessary license(s) to perform vehicle maintenance and repair services in Japan. Potential offerors may be required to provide verification of any required license prior to award of any contract to the Contracting Officer if such information is not already on file with or available to the Contracting Officer. SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION: SAM is the U.S. federal government's business registration site at https://www.sam.gov. All potential offerors (i.e., whether individually or as a joint venture, etc.) must be registered in the System for Award Management (SAM) database to be eligible for award and shall continue to be registered throughout the potential contract performance period. A contract can only be awarded to a contractor registered in SAM with an ACTIVE status. The average time from application to completion of registration to obtain an ACTIVE status is on average two months. NCAGE CODE REGISTRATION: The NCAGE CODE is a five-digit corporate identification code used to recognize companies that currently do or plan to do business with the U.S. federal government at https://www.mod.go.jp/atla/ncs.html. Registration is required before providing a proposal. Potential contractors must complete a NCAGE CODE registration in order to register in SAM. PROCUREMENT INTEGRATED ENTERPRISE ENVIRONMENT (PIEE): In order to submit an offer/quotation/bid/proposal for the potential solicitation, it must be provided via the Solicitation Module in PIEE. Potential sources must have an active Proposal Manager role in PIEE at https://piee.eb.mil/. WIDE AREA WORK FLOW (WAWF) WEB-BASED ELECTRONIC INVOICING: WAWF is a web based paperless DoD-wide application and is the only acceptable electronic system for submitting invoice requests for payment under DoD contracts. Potential contracts are required to submit all invoices through the WAWF system at https://wawf.eb.mil. Payment will be made electronically to your bank account registered in SAM, after inspection, acceptance and certification of your invoice. The anticipated time to receive payment is a minimum of 30 days after a valid invoice is certified. If you are capable of and interested in performing this requirement, please complete and submit Attachment (1): Contractor Information. The response will be used as market research to help determine potential sources for this requirement.
