Description
NOTICE OF PROPOSED CONTRACT ACTION The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 2), James J. Peters VA Medical Center, 130 West Kingsbridge Road, Bronx NY 10468 intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Watson Engineering, 4500 State Route 434, Apalachin, NY 13732 to perform Construction Period Services for the Electrical Switchgear Replacement Phase 1 project. The place of performance is the James J. Peters VA Medical Center, 130 West Kingsbridge Road, Bronx NY 10468. This action will result in a Firm-Fixed Price contract with a period of performance of three hundred and sixty-five (365) calendar days. This notice of intent is not a request for a quotation; interested parties may express their interest by providing a capabilities statement no later than January 2nd, 2025, at 10:00 AM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after January 2nd, 2025, at 10:00 AM EST, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with Watson Engineering. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. The point of contact for this action is Contract Specialist, Akkil Kurian who can be reached at Akkil.Kurian@va.gov. The Government anticipates the award of a firm-fixed-price contract. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. SCOPE OF WORK SCOPE � The A/E shall provide construction period services for the Electrical Switchgear Replacement Phase 1 CPS project at the Bronx VAMC, including support services for the EMD generator project that will power the facility when operational. A licensed Professional Electrical Engineer with 25 years of electrical switchgear experience and familiarity with the Bronx VAMC electrical distribution system is required. Below are the requirements: This work includes engineering to support the planned and contracted upgrades to the MSS1 and MSS2 substations and supporting the EMD installation and ASCO inspection of 5kV Switchgear in Storage. Specific functions are listed below. Model the existing Federal Pioneer Circuit Breaker Trip Settings Model the corresponding new Schneider Circuit Breaker Trip Settings Compare and Adjust the New Schneider Trip Settings to match the prior Arc Flash Study Trip Settings Provide the new Trip Settings in a TABLE FORMAT Provide the new and existing Trip Settings Time-Current-Curves to illustrate the ""matching. Review the Schneider Circuit Breaker Submittals and Provide Feedback / Comments to the VA Support Conference Calls / Emails / RFI s / Submittals / Change Orders / Etc. Support the ASCO inspection of 5kV Switchgear in Storage Develop Minimum Factory (FAT) and Site (SAT) Acceptance Testing Requirements (EMD) Update Contract RFQ Drawings with the FAT and SAT Min Req (EMD) Onsite VA Meetings (Two site meetings per VA input) (EMD) Shop Drawing Reviews (EMD) Submittal, RFI and change order reviews (EMD) External (Supplier) telephone consultations (EMD) Review Factory Acceptance Testing (EMD) Review Site Acceptance Testing (EMD) Review Final Drawings (EMD) Note: This effort does not include other systems and/or components which may be part of the EMD Generator Replacement Project. SCHEDULE MSS1 MSS2 LV Substation Work: The engineering work would begin 15 days after receipt of an order. It is expected that the complete work will require 60 to 90 days to complete for the MSS1 MSS2 LV Substation work, with a minimum time period of 30 days after receipt of the specific circuit breaker to be provided as the Direct Replacements. EMD Generator Support: The engineering work would begin 15 days after receipt of an order. It is expected that the complete work will extend into 2025, based on the VA forward progress of the EMD generator replacement project. Estimated Project Completion Dates EMD: Develop Minimum Factory (FAT) and Site (SAT) Acceptance Testing Requirements (EMD) EMD: Update Contract RFQ Drawings with the FAT and SAT Min Req (EMD) Date: 01/15/24 MSS1 MSS2 LV Substation Project Circuit Breaker Settings Tasks Date: 02/15/25 MSS1 MSS2 LV Substation Project Final Tasks Date: 4/1/25 EMD Generator Controls Project Construction Support Tasks Date: 8/1/2025 but time may extend depending on EMD progress Period of Performance The circuit breakers for the Switchgear Replacement Project are in fabrication process and expected to deliver onsite at the end of May 2025. All work for this project is estimated to complete by the end of December 2025. As such, the period of AE services is expected for 365 calendar days. COMPUTER AIDED DESIGN AND DRAFTING STANDARDS The contractor shall adhere to the following criteria as specified in PG-18-13 (VA BIM & CAD Standards) under this contract. Provide files compatible with AutoCAD 2020 and Revit 2020. All CAD files created and reimbursed for this project shall be the property of the Department of Veterans Affairs. AUTODESK BUILD CONSTRUCTION MANAGEMENT PLATFORM Construction contractors and A/E design firms, selected by award to perform work at VISN 2 VA facilities, are required to utilize VISN 2 Autodesk Build Construction management platform, also called Autodesk Construction Cloud (ACC). Access to the platform and training portal will be provided by VISN 2 through project Contracting Officer Representative (COR) at no cost for the duration of the project. Autodesk Build is the management and collaborative environment that VISN 2 uses for all its Non-Recurring Maintenance (NRM), Minor Program projects, Feasibility Studies, Commissioning and Retro-Commissioning contracts.� There is no user, license, or subscription fee to the contractor for using this cloud-based platform. Contractor shall accomplish and complete the following tasks upon award of contract: Request access to ACC platform and ProductivityNOW eLearning Site to project VA COR NLT 14 days from contract award. Only staff that shall utilize the platform to be granted access. Examples: Project manager, sub-contractors POC, Site manager, Safety officer, etc. The access request shall be in writing and include a list of staff. The list shall include the following information: Full Name Company Name Email Address Role/Position on the project (i.e., Project manager, site super) Upon granting access, staff shall complete required ACC training through ProductivityNOW platform within 12 Calendar days. Upon successful completion of training, contractor shall submit certificates of completion to COR NLT 2 business days. Access to ProductivityNOW eLearning will expire after 12 Calendar days after online access is granted. Contractor shall complete ACC training within that period. Additional Staff and Subcontractors can be added at any time with a request submission to the project COR as described above. The contractor shall only use the ACC platform for contract required submissions, official project correspondence to be acknowledged, reviewed, and actioned by the responsible party. No additional time shall be added to the contract, nor an increase in contract amount be provided for the contractor s failure to utilize the ACC platform as the project s official communication and collaboration system. Any correspondence out of platform shall not be the governing authority contradicting direction and will be at the contractor s expense. Official project correspondence and collaboration includes but not limited to: RFIs, submittals, schedules, shutdown requests, actionable tasks, reports, testing, safety inspections, photos, and site surveys. Contractor must inform the COR of any staff changes NLT 2 business days from the change. Staff changes pertains to staff who was granted access to the ACC platform. Contractor shall request termination of access, replacement of personnel and/or any other action that might impact the contractor ability to maintain required utilization of the platform. Contractor submission requirements cannot be accepted for work to begin without meeting all ACC Platform requirements outlined herein, including completing required ACC platform training.
