NOTICE OF INTENT TO AWARD SOLE SOURCE FOR Detroit River International Wildlife Refuge Visitor Center + Replacement and Install of Daikin VRV unit outdoor HVAC TO SPECTRE ALLIANCE INDUSTRIES L.L.C. THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS intends to award a firm fixed price PO under the authority of FAR 6.302-2 for unusual and compelling urgency and FAR 6.302-1 only one responsible source to: SPECTRE ALLIANCE INDUSTRIES L.L.C. 4041 E Olive RD APT 398 Pensacola, Florida 32514-6472 The North American Industry Classification System (NAICS) code for this requirement is 238220, Plumbing, Heating, and Air-Conditioning Contractors. The object of this sole source award to SPECTRE ALLIANCE INDUSTRIES L.L.C. is only a Daikin unit can replace the failed Daikin unit. Another manufacturer would not be able to be connected to the remaining Daikin units, so they function together as a complete system to heat and cool this portion of the 13,000 square foot building. In addition, this unit also has to be connected to and programmed into the building's existing automation control system. This requires SPECTRE ALLIANCE INDUSTRIES L.L.C. to do the tie in and programing of the new unit, so this unit works in conjunction with the other existing units and controls that currently regulate the heating, cooling, and air exchanges for the building. No other company has the knowledge, this is also urgent due to the winter weather and freezing temperatures, if not completed the building will sustain damage. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
