Description
The following is a list of requested clarifications related to� Solicitation 36C24124R0073 Amendment 0002: 1. What detailed information is required to determine the place of manufacture? Are you now saying a technical proposal detailing our manufacturing process is required (see Page 3 of questions). No, we are not asking for a technical proposal detailing your manufacturing process. Is the certification good enough detailing a vendor s intent to manufacture the product in its existing facilities? Yes, a certification is good enough. 2. For States that do not require licensure, there is no certification/registration. Please confirm what you mean by certification/registration (see page 4 of questions)? For states in New England that require the licensure of opticians, the offeror will provide proof of licensure. For those states that do not require licensure, Certification - ABO - American Board of Opticianry is required, the State of Maine does not require either at this time. . 3. Due to the inclusion of frame samples and the sort duration of response (midday 27 December to 31 December with a holiday and weekend in between), is it possible to extend the closing of the solicitation to incorporate these realities)? Assembly of frame kits takes time and there is not enough time to get the kits out with the current positing as late as it was. We want to ensure that any shipping issues do not create a disqualification with the current seasonality and weather considerations. Yes, this solicitation will be extended until 01/09/2025 at 10AM. 4. Please clarify the answer regarding the subCLINs. What is VA saying exactly there? Is it a choice of whether the vendor wants to price the subCLINs or the primary CLIN? Please clarify. We just need pricing on the main CLINs, however as we order the glasses, the subCLINs will be used for invoicing purposes. 5. It is our understanding based on the Q&A that a single physical frame sample kit should be provided in addition to all frame catalogues and documentation with each offer, and mailed to Pedro Lara at the Bedford VAMC. However, there is a new listed requirement for Copy of Sample Frame Kit packing slips and tracking numbers for each sample frame kit (labeled by site), which were detailed in section 2.4 of the Performance Work Statement in the solicitation. 2.4 lists all facility addresses and the number of kits required for them. The packing slip will be proof that the package was sent. We just want a packing slip to be part of the proposal to see that you shipped the kit. 6. Section 6.3 quotes table 2.4 for After contract award , so not part of the offer itself. Please confirm that for the purposes of the offer, just one kit for evaluation is required not 19 kits intended for post award distribution to each facility. Please submit one kit including the 80 frames as described in the Instructions to Offerors under 52.212-1, not 19 kits.
