- Notification of Intent to Sole Source Additional Requirement Issue Date: January 6, 2025 Closing Date for Comments/Questions: January 21, 2025 Closing Time: 5 p.m Bangkok Time Reference: Contract No. 72047220C00001 USAID/Timor-Leste NGO Advocacy for Good Governance Activity The United States Agency for International Development�s Mission to Timor-Leste (USAID/Timor-Leste) intends to make a noncompetitive modification to the USAID/Timor-Leste NGO Advocacy for Good Governance Activity contract number 72047220C00001 for the purpose of extending the period of performance by three years and increasing the total estimated cost (TEC) of the contract by $5 million. The statutory authority permitting this contract modification without providing full and open competition is AIDAR 706.302-70(a)(2), based on the authority provided by 40 U.S.C. 113, which provides an exception to full and open competition when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation. This authority, pursuant to AIDAR 706.302- 70(b)(5), may be used for �an award for the continued provision of highly specialized services when awarded to another resource would result in substantial additional costs to the Government or would result in unacceptable delays.� The contractor was awarded the referenced contract through a full and open competition to provide services to USAID in strengthening the organizational capacity of local advocacy non-governmental organizations (NGOs) in Timor-Leste. The current period of performance is August 17, 2020 - August 16, 2025 with a total estimated cost (TEC) of $9,556,747. This modification will extend the contract for three years beyond the current completion date, resulting in a new end date of August 16, 2028. During the extension, USAID expects the Contractor to build on the progress made over the past four years, continuing to provide critical technical assistance to the Timorese NGOs, expanding the NGO enabling environment and strengthening the organizational capacity of local advocacy NGOs in Timor-Leste to provide increased evidence-based, sustainable advocacy services on behalf of their constituents. This notice of intent is not a request for competitive proposals. As a result, no solicitation package will be issued for the extension in time and cost.
