- Per the attached SF30 ""Amendment 0003 - 128005B25Q0061"", Amendment 0003 is hereby issued to: 1) Post amended ""Attachment 5 - Questions and Answers"" to include questions 13 though 29. Per the attached SF30 ""Amendment 0002 - 128005B25Q0061"", Amendment 0002 is hereby issued to: 1) Extend the response due date until January 17, 2025 at 3:00 pm CST, and add an additional Site Visit on January 14, 2025 at 1:00 pm CST. 2) Post amended ""12805B25Q0061 - Combined Synopsis Solicitation"" document with updated site visit information, question due date, and response due date (highlighted). 3) Post amended ""Attachment 1 - Performance Work Statement"" to include Section ""6.0 Period of Performance"" (highlighted). 4) Post amended ""Attachment 5 - Questions and Answers"" to include questions 11 and 12. Per the attached SF30 ""Amendment 0001 - 12805B25Q0061"", Amendment 0001 was issued to: 1) Post ""Attachment 5 - Questions and Answers"". 2) Post updated ""Attachment 2 - Aerial of Campus with Area to be Maintained Indicated"". All other terms and conditions remain unchanged. This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The solicitation number is 12805B25Q0061 and is issued as a request for quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2025-01. The associated NAICS Code is 561730 and the Small Business Size Standard is $9.5m and is set-aside 100% for small business. The USDA, Agricultural Research Service (ARS) in Temple TX has a requirement for Grounds Maintenance as the GSWRL facility. The Government intends to award a firm fixed price purchase order, for a base period of one year, plus four (4) option periods of one year each. The requirements are further detailed in Attachment 1 - Performance Work Statement. The DELIVERY ADDRESS is: USDA Grassland, Soil & Water Research Laboratory (GSWRL) 808 East Blackland Road Temple, TX 76502 DOCUMENTS TO BE INCLUDED IN QUOTE: Transmittal Summary Letter. A summary cover letter to the submission should provide at a minimum the following (i) Identification of the Point of Contact, current phone number, and email address. (ii) Sam UEI Number and CAGE Code, (iii) A list of the submission package contents. Acknowledgment of any and all amendments by submitting signed SF-30�s (one for each amendment) and completing blocks 15a, b, and c on each form. Contractor quote pricing document with breakdown of all major cost elements, to include separate pricing for the base period and each option period. Offerors shall provide a firm fixed price only. Technical Capability: Document the offerors plan to accomplish project objectives, including but not limited to the labor categories, experience, methods, and technical approach that demonstrates a thorough knowledge and understanding of the requirements. The submission shall include any risks, assumptions, exclusions, and dependencies inherent to the quote. FAR clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5 (and any addenda to those clauses) are included in the attached document. Additionally, other contract requirements and terms/conditions can be located in the same document. Any amendment and documents related to this procurement will be available electronically at the Government Point of Entry (sam.gov). The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2. Quotes will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quote meets the lowest price technically acceptable evaluation methodology. They will be answered via a Questions from Industry posting to sam.gov. Due to USDA-ARS operating remotely, Mr. Workman is only available via email. ALL OFFERORS ARE REQUIRED TO ATTEND A SITE VISIT ON JANUARY 6, 2025 AT 10:00 am CST OR JANUARY 14, 2025 AT 1:00 pm CST TO BE ELIGIBLE FOR AWARD. The site visit is at the GSWRL facility in Temple, TX. See Attachment 4. ATTENDANCE OF ONLY ONE SITE VISIT IS REQUIRED. ALL ATTENDES SHALL SIGN-IN TO BE ELIGIBLE FOR AWARD. IF YOU ATTENDED THE FIRST SITE VISIT, YOU DO NO NEED TO ATTEND THE SECOND SITE VISIT, AS LONG AS YOU SIGNED-IN TO VERIFY YOUR ATTENDANCE. All questions shall be submitted via email directly to Brian.Workman@usda.gov NLT 5:00 pm CST on January 14, 2025. Offerors shall submit required documents via email directly to Brian.Workman@usda.gov NLT 3:00 pm CST, January 17, 2025. Notice to Offeror(s): The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred. Failure to provide the required information in the requested format may result in quotes not being considered for award. Attached Provisions/Clauses apply to this RFQ and any subsequent award.
