- PURPOSE: The Coast Guard is issuing this request for information (RFI) for market research purposes to identify sources that can either lease or sale a 60-ton floating barge crane for the Philipines Navy. Sources must be able to complete one of these options or provide a different opportunity that will meet the requirement. Lease of one (1) 60-Ton floating barge crane for 12 months with an option to lease for an additional 12 months, or Purchase of one (1) 60-Ton REFURBISHED floating barge crane. REQUIREMENT: The 60 Tons Floating Crane will be utilized for lifting operations during the conduct of Depot Level Maintenance of Philippine Navy Floating Assets. It will enable the Naval Shipyard to handle wider range of heavy loads, such as Auxiliary and Main engines and will be utilize during beaching of small boats such as Multi-Purpose Attacks Crafts (MPACs), Patrol Boats (PBS) and Boat Attacks (BAs). TECHNICAL SPECIFICATIONS: Crane mounted-on barges, providing flexible solutions for cargo handling in harbors or waterways where quay capabilities are limited. Crane used in lifting equipment, small boats, and other heavy materials from the seaside portion of vessels and or at pier side Full Deck Length- 47.5 Meters. Full Draft- 4 Meters Cargo Deck Area- 20 Meters x 14 Meters Gross Tonnage - 859 Tons Lifting Capacity: (as appropriate) 15 Tons at 18 Meters 40 Tons at 16 Meters 60 Tons at 10 Meters DELIVERY LOCATION: Naval Sea Systems Command (NSSC), Naval Station Pascual Ledesma Fort San Felipe, Cavite City, Philippines. This RFI is not a request for proposals; submission of any information in response to this request is purely voluntary; the Government will not pay for any costs incurred nor is obligated to respond. All submissions become Government property and will not be returned. After reviewing RFI responses to this RFI, and if the USCG still plans to proceed with the acquisition, a solicitation announcement may be published on the Contract Opportunities (formerly FedBizOpps) website or distributed to contract holders if a strategically-sourced vehicle is deemed appropriate. It is the responsibility of the interested parties to monitor the Contract Opportunities website. Failure to respond or submit sufficiently detailed information may result in a company not being considered a likely offeror when making a decision on whether or how to set aside a solicitation for restricted competition. Regardless of the information submitted, the Government reserves the right to consider any arrangement as determined appropriate for this requirement. No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose determined necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.
