Description
This is a combined synopsis/solicitation for commercial goods and commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number is 12405B25Q0033 and is issued as a request for quotation (RFQ). The RFQ is being issued as a total small business set aside under NAICS code is 325120 with a small business set aside standard of 1,200 employees. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2025-02. The mission of the Warmwater Aquaculture Research Unit (WARU) is to develop technologies that improve the efficiency, profitability, and sustainability of fish farming in the United States. This mission is accomplished by developing improved fish strains and hybrids and by developing better production technologies. Advances in applied breeding relies on information derived from research in quantitative and qualitative genetics, reproduction, physiology, immunology, molecular and cellular genetics, and bioinformatics. Hatchery and pond management technologies are developed to provide environmental conditions that maximize performance of genetically improved fish. An uninterrupted supply of High Purity (99.5%) Bulk Liquid Oxygen is needed to feed an ozone generator as part of a Recirculating Aquaculture System located within the WARU Hatchery Facility in Stoneville Mississippi. This liquid oxygen is also used to increase oxygen levels in the water that fish are being housed in. The Bulk Oxygen is also used to fill smaller oxygen tanks located on fish hauling equipment used at the WARU research pond facility. The resulting award will include five (5) line items to include: all labor, equipment, tools, materials, supervision and other items and services necessary to provide medical grade (>99% pure) bulk liquid oxygen for use at the USDA/ARS/Warmwater Aquaculture Research Unit in Stoneville, MS. The Contractor must provide the tank as well as oxygen product, vaporizer, telemetry system, inspection, calibration, all maintenance, annual certifications of all gauges and alarms in order to provide an uninterrupted supply of Bulk Liquid Oxygen. 1500gal Bulk Oxygen Tank Telemetry System � To monitor oxygen levels on hand and to signal when deliveries need to be made to provide an uninterrupted supply of liquid oxygen. Vaporizer � The USDA does not own the tank or equipment currently on site. Awarded vendor will be required to provide. Areas to be Maintained � WARU Bulk Oxygen storage facility. Task Frequency and Instructions � Fill bulk oxygen tank with high purity grade liquid oxygen as needed � provide telemetry for automatic refill notifications and/or remote alarms. Liquid Oxygen handling must be in accordance with NFPA & CGA. Maintain and repair all systems located on the bulk oxygen pad including de-icing as necessary. Test and certify alarm systems annually. Special Work Requirements � Upon the delivery of oxygen supply, maintenance or repair, contractor shall provide a signed, legible, written report to WARU personnel indicating the date and what work was completed during the day. The report for deliveries will include quantity, quality of product, time in, time out and signature. All reports will indicate the current status of the Oxygen supply and delivery system. Prior to departing the station, all bulk oxygen system components will be checked for proper functioning. Line Item 0001 � Base Year Bulk Liquid Oxygen, 3/1/2025 through 2/28/2026, 12 months Line Item 1001 � Option Year I, 3/1/206 through 2/28/2027, 12 months Line Item 2001 � Option Year II, 3/1/2027 through 2/29/2028, 12 months Line Item 3001 � Option Year III, 3/1/2028 through 2/28/2029, 12 months Line Item 4001 � Option Year IV, 3/1/2029 through 2/28/2030, 12 months DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award Offerors shall provide 1) a Quote on company letterhead detailing the item description, unit price per item, discounts for trade-ins, total price and valid for at least 60 days after receipt of quote; and 2) FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATION-COMMERCIAL ITEMS; The Representation and Certification section must be completed electronically in the System for Award Management (SAM) website at www.sam.gov. Please include the solicitation number, 12405B25Q0033, in all email communications, or your quote may not be considered. QUOTED PRICE MUST INCLUDE: any delivery costs as well as any applicable duties, brokerage, or customs fees. Also please note this requirement is subject to availability of funds. REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer and will be considered. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Contractors intending to conduct business with the Federal Government MUST register with the System for Award Management (SAM) database prior to submitting quotation. You may register online at www.sam.gov. Any amendment and documents related to this procurement will be available electronically at the Internet site: http://www.sam.gov. The government anticipates award of a firm fixed priced contract resulting from this solicitation to the responsible offeror whose offer conforms to the specifications that will be the most advantageous to the government in accordance with FAR 13.106-2. All questions regarding this solicitation should be emailed to the Contract Specialist no later than 5:00PM EST on January 27, 2025. Responses shall include technical specifications, descriptive material, and capabilities of the offeror�s equipment. Offerors shall identify where the offered item meets or does not meet each of the Government's functional and performance minimum specifications listed herein.
