- This is to inform you that the Forest Service has paused all contract related actions to include solicitations, amendments, and contract awards via written moratorium indefinitely. The Q&A, updated Project Specification V2, and Existing Asphalt Shingles have been added to the attachment section. The proposal due date is tentatively extended to 28 February 2025. The official amendment (via SF 30) will be published once the moratorium is lifted. The Government will adjust the anticipated period of performance to accommodate these delays. This project involves installing siding/sheathing/flashing, making roof modifications, removing and reinstalling windows, doors, and gutters/downspouts, removing the deck and other exterior components, and performing minor exterior site work on the existing dormitory. (4) Product or Service Code. Z2FZ, Repair or Alternation of Other Residential Building (5) NAICS Code. 238910, Site Preparation Contractors (6) Set-aside Status. Total Small Business (7) Solicitation Period. Solicitation period 13 December 2024 through 31 January 2025. (8) Site Visit. The Site Visit will take place 18 December 2024 at 1000 MT. Please include the proposed solicitation ID (item 9) and the project title (item 2) in all correspondence. (9) Pre-proposal Conference. The Government anticipates hosting a pre-proposal conference. All questions pertaining to this upcoming solicitation must be submitted in writing, via email to this contact. (11) Place of Contract Performance. This project is located Pine Ridge Job Corps Center campus, approximately 13 miles south of Chadron, Nebraska. The address is 15710 South Highway 385, Chadron, Nebraska 69337 in Dawes County. (12) Contract Type: A Single Award Firm Fixed Price (FFP) Contract. (13) Contract Award Period of Performance. The anticipated performance period is approximately 150 calendar days from the Notice to Proceed (NTP) effective date for base and options items. (14) Contract Award Date. On or about 28 February 2025 (15) Contract Award Dollar Amount. It is anticipated that the range price of this contract will be (FAR 36.204): Between $500,000 and $1,000,000. (16) Additional/ Important Information. (16.i) Bonding is required for this contract. Offeror shall provide a bid bond for 20% of the amount of the contract total value. Performance and payment bonds are to be 100% of the award amount. Refer to FAR 28.102-2. This guidance is in accordance with FAR 52.228-1. (16.ii) Cutoff for Questions and Answers. The cutoff for questions pertaining to this solicitation is 17 January 2025 by 1300 MT. All inquiries must include the solicitation number in the subject of the email. (e.g. Questions: 12970225R0002) (16.iii) Proposal Submission. The proposal due date is 31 January 2025 NLT 2359 MT. Proposal submissions must include the solicitation number and contractor name in the subject of the email(s) in response to the solicitation. (e.g. Proposal Response: 12970225R0002, ABC Company) The offeror is responsible for verifying receipt of proposal by the Government. (16.iv) SAM.gov. All offerors must have an active registration in SAM.gov at the time of submission to be considered responsive to the forthcoming solicitation. Proposals that show any registration status in SAM.gov other than �Active� will be rejected and removed from further consideration. (16.v) Tips for Submission. Once posted, read the solicitation carefully; ensure that proposals include all documents specified in Section L and that all questions have been addressed prior to proposal submission. Do not make assumptions.
