Description
This RFI is issued solely for information gathering purposes to identify sources that can provide support for the Logistics Analysis Office (LAO). In accordance with FAR 15.201(e), RFIs may be used when the Government wants to obtain price, delivery, other market information, and capabilities for planning purposes. Responses to these RFIs are not offers and cannot be accepted by the Government to form a binding contract. This RFI shall not be construed as a commitment by the Government for any purpose, nor does it restrict the Government to an ultimate acquisition approach. Respondents are solely responsible for all expenses associated with their RFI response. Respondents will not receive additional information in response to their submittal to the RFI and will not be notified of the resulting market research. The Federal Emergency Management Agency (FEMA) is seeking a contractor to provide a cloud-based freight analysis subscription service. This service will support FEMA�s Logistics Analysis Office (LAO) in accessing, analyzing, and monitoring both real-time and historical freight market data across all transportation modes, including truckload, intermodal, rail, ocean, and air freight. The system must enable FEMA to optimize logistics operations by benchmarking freight spend, carrier service, operational efficiency, and profitability against market trends. It should provide access to supply chain data and visualizations at global, national, and local levels, while identifying opportunities to improve networks and forecasting future rates and capacity to minimize service failures. The system must prioritize real-time, up-to-date freight data sourced from various platforms, such as Electronic Tenders, Transportation Management Systems, Electronic Logging Devices, Fuel Purchasing Systems, Bills of Lading Data, U.S. Customs and Border Protection, and Telematics, to offer the most accurate market insights.
