- THIS IS A SPECIAL NOTICE ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government seeks feedback from industry on our planned approach and invites qualified contractors to schedule a feedback session via the information below. GSA Region 4 has an upcoming Seismic Retrofit and Capital Security Upgrades project (CSP) in Paducah, Kentucky and seeks industry feedback on the best approach to achieve the goals of the project within the appropriated funding. The project seeks to address identified seismic and security deficiencies and building envelope issues. The specific project description is provided below. GSA is currently evaluating project delivery methods for the project and seeks feedback from qualified architects and constructors as to the pros and cons of various approaches. Paducah Project Description: GSA is proposing a repair and alterations project for the Federal Building and U.S. Courthouse (FBCT) in Paducah, KY. The Paducah Courthouse is a fully occupied building located at 501 Broadway Street, Paducah, KY. The facility serves the Western District of Kentucky and tenants include the U.S. District Courts, U.S. Magistrate Courts, U.S. Bankruptcy Courts, U.S. District Court Clerk, U.S. Marshals Service, and the U.S. Attorney�s Office. The U.S. Courthouse is a three-story (plus basement and mezzanine) federally owned building constructed in 1928 and has approximately 55,824 gross square feet. It is in the downtown historic district of Paducah, KY. It is significant as an example of the Georgian Revival style of architecture. The courthouse is listed in the National Register of Historic Places and was designated a contributing structure to the National Register of Historic Places� Paducah Downtown Historic District in 1985. The building still serves its original purpose: to house the U.S. Courts and to provide administrative offices for other related Federal agencies. It is the only Federally owned asset in Paducah, KY. The primary purpose of the project is to provide for a complete seismic upgrade to the structure of the FBCT, address various security-related deficiencies identified by the Courts and USMS, and address needed replacements and upgrades to multiple building systems, infrastructure, and exterior envelope. The project will address elements that improve the separation of circulation for the public, judges, and prisoners, including adding doors, reconfiguring or adding corridors, reconfiguring or adding elevators, secured parking and sally ports, constructing physical or visual barriers and associated demolition, improving physical security systems and site security, and abating hazardous materials as necessary. Structural improvements to the FBCT will include a complete seismic retrofit and progressive collapse-related upgrades to the structural steel. The seismic retrofit will include installing new shear walls, demolishing or reinforcing interior clay-tile partitions, installing reinforcements at perimeter walls, and installing seismic bracing for new and existing nonstructural components. Modernization of the FBCT�s major systems include replacements/upgrades to the HVAC, plumbing, electrical, and lighting systems, roof replacement, exterior enclosure repairs, compliance with egress requirements, as well as fire and life safety improvements including the installation of a new fire alarm and fire suppression system. The project also includes upgrades to meet Architectural Barriers Act Accessibility Standard (ABAAS) requirements with the installation of a new ABAAS handicapped accessible ramp and ABAAS compliant restrooms. Improvements to the interior finishes in the FBCT�s common areas will be undertaken, and hazardous materials will be abated. The building will be vacated by moving the tenants to leased swing space during this project. The cost of the leased swing space, as well as the costs associated with moving the tenants into and out of the swing space are not part of this project�s budget. The project has an Estimated Cost to Complete (ECC) value around $37M which includes Design services, Management and Inspection, and Construction costs. Specific Feedback Requested: GSA seeks specific feedback on the following items: 1. Considering the scope of this project and the need to keep the tenants operational during construction,what strategies would you recommend for successful execution of the project? 2. Discuss experience/expertise your firm has in Federal Buildings/Courthouses with projects of this type and magnitude, especially seismic retrofits in historic buildings. 3. Based upon your knowledge of the local Paducah market, what risks, challenges and opportunities do you see with the Government�s need to lease swing space? 4. Are there any opportunities for accomplishing any scope items while the building is still occupied in case swing space availability is delayed or does not line up well with the construction NTP? 5. Based on the building site and geographic location, what risks do you see with this project? 6. What delivery method would you suggest as the most advantageous to the Government? 7. If the Government elects to choose the Design-Build delivery method, and you were recommended for advancement to Phase 2, how much time would you need to prepare your technical and cost proposal? 8. Are there any labor or supply chain issues you foresee that could affect this project, especially given its location? 9. What challenges, suggestions, or solutions are currently being pursued to address any long lead time supply chain issues and market conditions? 10. What type and extent of professional services and/or studies could GSA provide that would assist firms in putting together the most complete proposal? 11. GSA seeks any other industry feedback or ideas that industry feels will assist GSA in achieving the best value for the taxpayer in the design & construction of this project. 12. The Government intends to utilize Lean Project Delivery on this project. Please share any experience you have with Lean Project Delivery.
